CONSTRUCTION OF HOSTEL & ACADEMIC INFRASTRUCTURE AT SHAHEED ZULFIQAR ALI BHUTOO UNIVERSITY OF LAW KARACHI" (PSDP # 203)
·Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications, and work schedule of PSDP and P&D Project.
· Verified the submitted invoices based on the joint measurement sheets of the P&D project that were previously agreed to by joint measurement on site.
· Verified the designs, Estimates, and Tender documents for all infrastructures related activities.
·Keep close coordination with the Project Director of PSDP and P&D project through regular meetings.
· Prepare weekly, monthly work plans, and progress reports.
· Any other tasks assigned by the supervisor

Verify that the quality related site activities are in accordance with the approved design and standards
Effectively apply company approved Quality Assurance and Control procedures on site on daily basis
Plan and structure activities to fast track project and assist contractors to remove bottle necks
Conversant in cost estimations for civil, electrical, plumbing works.
Perform independent construction material testing on site or in the laboratory to ensure conformity of material and works according to the contract specifications.
Capture Photographs with multiple view of construction works during various stages of work under progress, photographs of work in place for which removal has been ordered because of noncompliance.
Verify and ensure that levels of workmanship and quality of materials stipulated in contract specifications are met for each component of building project
Review the contractor submittal for general conformance with contract design documents and based on its adequacy either accept or reject submittals on spot for correction.
Maintain all submittal files via a combination of a secure document filing and storage system; all submittal records will be available for review by all stakeholders
Prepare a complete and accurate fortnightly and monthly quality assurance report with inclusion of activities, deficiencies and violations, instruction given to contractor and received, work progress in tabulated and descriptive form

This position is responsible for ensuring educational infrastructure construction works are completed to programme standards. The position shall monitor and verify the works, providing technical assistance and other capacity building interventions to reduce capacity gaps by interfacing with PTC/SCs, CCSIs, Contractors and School Support Team colleagues.
Duties and Responsibilities
• Conduct Inspections (26 Minimum per school, based on Milestones and Sub-Milestones). It is MANDATORY to be on site for all major concrete pours (foundations, columns, grade slab, and roof slab/beam) for the entire time of the activity. All Visits to Active Schools (where construction is underway) to be conducted with Contractor Site Engineer. A minimum of 12 Unique School Site visits per week, with accompanying inspections is a basic requirement.


1- All Inspections to include the following information on MIS as applicable:
• The name(s) of the Contractor Representative, CCSI Members on site for inspection.
• Observations, related to the particular inspection.
• The recommendations made in the case of failure and the stipulated time for issues to be addressed (details in MIS and concise version in Site Register).
• A clearly agreed re-inspection date with the contractor representative.
• Accurate Photographs related to the specific details in the inspection.
• All required construction forms to be filled and attached e.g. Contract Variation Orders, Rebar Approval Forms, Material Approval Forms, Source Approvals, Bar bending schedules, concrete test results, non-compliance reports etc.
• For re-inspections (because of failure of previous inspection or delays), District Engineer will be required to make a specific entry addressing the resolution of the issue.
• All MAJOR MILESTONE VISITS to require JOINT MEASUREMENTS (with District Engineer & Contractor Engineer together) on site. Please note, this is mandatory and non-compliance will result in the strictest disciplinary

 To carry out Need assessment for all type of CFW/EH activities.
 Preparation of designs, estimates and Tender documents for all infrastructures related activities
 Preparation and Submission of purchase requests as per IRC procedures.
 To conduct trainings regarding operation and maintenance of water supply and sanitation facilities for beneficiaries and Village committees.
 Liaise and secure consent from the local authorities and beneficiary prior to intervention where applicable.
 Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications and work schedule.
 Extend all possible technical support to other team members and contractors when and where required.
 Keep close coordination with sectors through regular meetings.
 Prepare weekly, monthly work plans and progress reports
 Preparation of feasibility reports and completion certificates
 Verify the work done at site and recommend for the payments to contractor(s)/casual laborers etc.
 Preparation of all the payment documents after verification and submission to supply chain in coordination with supervisor
 Working in harmony with all other project staff and field team for the effective and efficient day-to-day management of the project in Sindh
 Prepare technical designs and bills of quantities and ensure that all the construction work is implemented as per approved designs, standards and schedule.
 Ensure storage and delivery of related materials, equipment, tools and consumables on work site and maintenance of proper records.
 Coordinate with other stakeholder on the ground for smooth, efficient and effective implementation of the activities.
 Any other tasks assigned by supervisor

 In collaboration with the programme team and coordination, determine the strategic direction of the program in the short and medium term and map out activities, and contribute to the preparation of project proposals and budgets;
 Prepare Bills of Quantities and Designs as required by program.
 Collaborate effectively with other line managers and the coordination team.
 Manage the program team. Ensure that they are wholly involved in program planning and direction.
 Collaborate with the Appraisal, Monitoring and Evaluation Unit (AMEU) to assess need, monitor activities, and evaluate program progress. Ensure that lessons learned in the course of implementation are integrated into the program to ensure that it remains responsive and relevant.
 Provide input and regularly review all FLAT Follow-Up for ongoing program together with the relevant department manager and Program Coordinator.
 Be alert to opportunities arising for learning, collaboration and partnership that may enhance program quality and responsiveness.
 Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project implementation.
 Identify and interact with existing WASH initiatives in the base, including UN, GO’s and NGO’s, and community initiatives.
 Develop and implement an exit strategy in collaboration with his/her team, AME unit and the Program Coordinator.
 Liaise with the relevant Technical Working Group / Cluster and its participants/ partners.
 Report regularly (as requested) to the Area Coordinator and Country Director.
 Prepare and develop the Project Management tools (i.e. PMF, Log frame).
 Translate relevant documents or information during coordination visits.
 .Develop team capacity at both the individual and group level by organizing/ facilitating trainings internally or through specialist agencies / individuals.

Under the direct supervision of the respective UNDP ERP Field Coordinator in Sukkur. He shall be the “supervisory Engineer” of the multiple projects carried over by being implemented by UNDP implementing partners under different contracts and all contracts running concurrently in the province of South Sindh. The Engineer shall liaise regularly with UNDP ERP Field program team and the ER Program Management to ensure smooth support for the project and shall carry out the following tasks and responsibilities.
 Provide assistance in selection of Implementation Partners (NGOs) and/or construction firms.
 Participate in the appraisal of project proposals submitted by Implementation Partners and highlight strength / weaknesses in each proposal.
 Suggestions on improvement of Project proposals.
 Studying each project at the onset and draft an outline of items that may need attention.
 Supervising the construction / community based infrastructure works in accordance with the contract documents and using the template and procedure established in agreement between UNDP and contractor/implementing partner.
 Supervising the works in accordance with the drawings, technical specifications and bills of quantities and ensuring the correct implementation of the works according to technical specifications, to designs and quality of materials.
 Preparing list of tests required as per the specifications and following up these tests
 Checking and ensuring that the site is arranged as per agreement all measures are taken for safety of the third party in the vicinity of the site.
 Review and assess compliance of the work with the Guiding Principles and Minimum Standards for Community Infrastructures.
 Ensuring that health and safety measures are adopted and followed to the full extent and prepare weekly report and to suggest and instruct additional safety measures if needed.
 Provide an assessment of any variation to UNDP for approval.
