• Lead in M&E framework development, M&E systems design and implementation, design and conduct of surveys/studies, design of M&E tools and methodologies, supervising field data collection, analysis and reporting of quantitative and qualitative results.

• support Provincial and District governments to effectively deliver CDLD and especially EU sector budget support financed CDD;
• provide specific support to ensure that GoKP meets the EU’s requirements to release sector budget support for scaling up district budget allocations;
• assist GoKP Finance Department to issue guidelines in advance of each challenge fund round (based on an analysis of District Development Strategies, DDSs), and support challenge fund grant management at provincial and district levels;
• support improved public sector procurement under CDLD;
• assist in allocating budget shares to each call for proposals, and budget shares for individual districts;
• assist in refining eligibility criteria for each call for proposals;
• assist FD in contracting for third party evaluations and continuous audits of all district disbursements;
