The Field Coordinator Assistant assists the Field Coordinator in his/her representation, program coordination, strategy preparation and programming for Solidarites International in his/her intervention zone, coordination with other humanitarian participants, team management and security and humanitarian monitoring.
In addition, the Field Coordinator Assistant participates in the specification of security measures to be undertaken at the base level in collaboration with the Field Coordinator, as well as their post-validation circulation.
List of main tasks:
Security
· Collect information within the Field Coordinator’s domain of responsibility by attending security briefings with – or in place of - the Field Coordinator
· Carry out security checks for the clearance of team departures out into the field.
· Analyze information and inform the Field Coordinator
· Make the weekly security pack and send it to the Field Coordinator
· Establish informal ties and a network of contacts enabling the collection and verification of diverse information.
· Maintain an updated list of security contacts in the zone.
· Coordinate the weekly security briefing.
· Run the contextual and security briefing for new expatriates, in conjunction with the Field Coordinator
Representation
· Under delegation of the Field Coordinator, represent Solidarites International during humanitarian and security coordination meetings.
· Ensure that Solidarites International’s message is conveyed during meetings in accordance with its mandate and programs.
· Regularly visit Solidarites International’s intervention sites
Humanitarian monitoring
· Communicate between the local and/or international NGOs in accordance with the partitioning of contacts decided with the Field Coordinator
· Under delegation of the Field Coordinator, attend meetings under his/her direct responsibility.
· Participate in the drafting of Solidarites International’s intervention strategy in the zone (especially via annual programming) and suggest program orientations in liaison with the Field Coordinator and the base other departments. To this end, the Field Coordinator Assistant is responsible, under the supervision of the Field Coordinator, for humanitarian monitoring in his/her intervention zone to anticipate as early as possible the pertinent needs to be addressed within Solidarites International’s mandate.
· Monitor the activities in the programs implemented in his/her intervention zone by comparing the evaluation, intervention, and monitoring reports.
Coordination
· Draft minutes for the Field Coordinator for each meeting he/she attends.
· Draft the weekly situation report for the context/security section.
· Compile the weekly situation report and send it each Monday afternoon to the Field Coordinator
· In the absence of the Field Coordinator, coordinate the weekly base meeting.
· Draft the minutes for base meetings.
Present the security context at the beginning of all weekly base meetings.
•Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging. Assisting in safeguarding and promoting MSF’s image externally
•Monitoring, analyzing, and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities, and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments
•Assisting in exploratory missions and assessments as needed and participating in the development of security plans
•Assisting the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities, community leaders, military actors, and security forces) in order to improve awareness, understanding of MSF principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
•Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information source's accuracy and availability on regular basis. Organizing advocacy contacts and appointments for the Project Coordinator.
• Tran-slating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
1. Participate actively in the implementation of M&E processes by providing technical support and checking quality.
2. Participate in developing an M&E Plan, M&E work plan, and indicator tracking matrix, in line with the program thematic standards and practice.
3. Generate program monitoring, reporting, and information management plans
4. Pioneer the development, review, and utilization of data collection, monitoring and reporting tools.
5. Support fellow team members in capturing and documenting best practices and success stories for learning, reference, and dissemination.
6. Initiate data analysis and action planning meetings with program teams to review data trends and overall program performance.
7. Maintain a tracker of key action points agreed upon at review Monthly/Quarterly/annual meetings and disseminate progress of implementation work with the field teams.
8. To ensure that program indicators are tracked through regular field visits.
9. Review all reports to ensure that the data provided is reliable and accurate and that target indicators are met and that explanations are provided where indicators are not met.
10. Conduct sessions/meetings with staff/community regarding to improve overall performance
