The Manager of Procurement is responsible for managing and overseeing the procurement activities at the Shifa Foundation. This includes planning, sourcing, and purchasing goods and services in compliance with organizational policies and donor regulations. The role is pivotal in ensuring cost-effective purchasing, timely delivery, quality assurance, and maintaining ethical procurement standards.

PROJECT INTRODUCTION

We are currently seeking Zonal Coordinators to oversee and coordinate the Social Protection Support Program for Adolescent Girls' Nutrition (SOPRAN) project at the district level. This project aims to leverage BISP for improving the nutrition situation of communities by improving the nutrition related norms, values, practices of local communities. The goal is to empower adolescent girls who are recipients of the Taleemi Wazaif Program of the BISP to become agents of change by enhancing their knowledge on adolescent nutrition. They will then transfer this knowledge to their families and peers. During the implementation, the project will engage various stakeholders including representatives from the Food Department, Department of Education, Department of Health, Local BISP officials etc. The project also includes a component of Wheat Flour Fortification to complement the process of change opportunities of accessing the fortified food through local flour Chakkis, by making fortified flour chakkis available in the target areas and promoting the use of this flour

Project Objective:

Shifa Foundation will be supporting Nutrition international to empower adolescent girls to become "agents of change" for adolescent nutrition in their communities and provide them with inputs to improve their knowledge and agency, improve their intake of iron and will result in improved. GIZ has no entitlement to performance by the Recipient as part of this Grant.

We are seeking to hire Zonal Managers to provide monitoring support for the SOPRAN project.

Key Duties and Responsibilities:

  • Coordinate all wheat flour fortification related activities in the field including meeting with key stakeholders i.e. Food Department, Food regulatory authorities, Health Department, Flour Mills Association, flour milling industry, local chakkis and nutrition development partners etc.
  • Plan and conduct trainings/capacity building activities for wheat flour mill & chakki staff, food inspectors, laboratory staff and District Focal Person on fortification and quality assurance and quality control processes to promote sustainable and adequate fortification of wheat flour.
  • In close coordination with provincial manager, assist Provincial Food Department, Food regulatory authorities, Health Department and wheat flour industries in district level planning and execution of program activities.
  • Provide technical support to chakkis and flour mills for installation of micro-feeders, its calibrations and setting flow rate of premix as per standards prescribed by Pakistan Standards and Quality Control Authority.
  • Coordinate with premix distributor/s through provincial manager to ensure uninterrupted supply of micronutrient premix to the chakkis and flour mills in the allocated territory, according to their requirements.
  • Ensure smooth supply of Iron Spot Test Kits to chakkis and flour mills and food inspectors for monitoring of fortified wheat flour at production, market and house hold level.
  • Conduct regular visits of chakkis and flour mills and market to ensure that adequately fortified wheat flour is produced and supplied in market.
  • Collect samples of fortified wheat flour from all the chakkis and flour mills on a regular basis, carry these samples to Quality Control Laboratories (QCL), ensure its testing and share feedback with chakkis and flour mills, and enforcement bodies for ensuring compliance.
  • Ensure facilitation and monthly meetings of District Malnutrition Addressing Committee (DMAC)/ District Coordination Committee for Nutrition (DCCN).
  • To record and circulate approved minutes of DMAC/DCCN meetings to all stakeholders and to follow up with relevant departments to ensure that decisions taken in these meetings are implemented and reported back.
  • Coordinate through provincial manager with Public Reference laboratory for collections, dispatch of samples to check adequacy of fortification.
  • Conduct market and household surveys to monitor availability of adequately fortified wheat flour and ensure compliance.
  • Plan and undertake awareness raising activities at the district level to create awareness for use of fortified wheat flour in coordination with designated organization/agency. 
  • Collect information and data received from the chakkis and flour mills, compile, analysis and generate monthly reports for submission to provincial office.
  • Identify issues and bottlenecks related to food fortification activities in the field, report to provincial manager and take mitigation measures.
  • Assist provincial and national team in implementation of research studies (if any).
  • Represent NI at various relevant forums at the district levels as request by the team.
  • Perform any other duties as may be assigned by NI’s provincial or country team.
