With over 19 years of experience in program management during emergencies, I have effectively responded to numerous medium to large-scale national crises, including the 2005 Earthquake and the 2010 Floods in Pakistan. My international experience includes significant contributions to the complex Refugee Response in Iraq in 2020. I am a certified CALPS professional specializing in MSMEs and cash assistance. Currently, I serve as the Secretary of the Cash Working Group, where I focus on Cash Assistance in humanitarian settings as well as Food Security and Livelihoods. My expertise in Cash and Voucher Assistance (CVA) programs encompasses strategic direction, technical support, feasibility assessments, and the implementation of digital payment solutions. I have successfully designed and executed CVA portfolios, secured substantial funding, ensured compliance with policies, and promoted transparency and accountability through robust monitoring and evaluation frameworks. My role in enhancing the capacity of implementing partners and financial service providers has been instrumental in delivering high-quality, efficient, and secure cash transfer mechanisms to beneficiaries.
Support the realization of Acted’ s strategic vision in Pakistan by expanding program reach and identifying new funding sources to ensure high-quality programming.

Being a cash working group coordinator, my role aims to provide a platform for better coordination, learning, and technical exchange between humanitarian actors using cash transfers in humanitarian settings and establish standards and make recommendations to the HCT. The overall objective is met under the listed four sub-objectives.
1. Technical
• Collaborate on delivery approaches by implementing unified transfer values, like the Minimum Expenditure Basket (MEB), to enhance program efficiency.
• Create sector-specific targeting criteria that are standardized and harmonized, facilitating consistent beneficiary selection and coordinated assistance programming, drawing upon best practices.
2. Learning
• Establish comprehensive guidelines for Cash Transfer Programming (CTP), specifying the conditions and criteria for planning and implementing CTP.
• Disseminate best practices and insights derived from operational experience.
• Foster and support both internal and external learning opportunities, encompassing e-learning, training, and workshops, in close collaboration with the Cash Learning Partnership (CaLP).
• Address technical challenges within CTP and explore alternative solutions in line with best practices, lessons learned, and experiences from various organizations.
3. Information Sharing
• Develop and execute a work plan for Collaborative Working Group (CWG) joint activities, with a primary focus on capacity building, action research, information sharing, and achieving the outlined objectives for the year.
• Enhance program implementation by disseminating findings, reports (including Monitoring and Evaluation), assessments, and analytical work.
• Create and maintain an up-to-date Comprehensive Beneficiary Targeting (CBT) 3Ws platform containing pertinent program information, such as delivery mechanisms, modalities, donors, and partners.
• Compile a contact list for the CWG, including NGOs with experience in Cash Transfer Programming (CTP) in Pakistan, as well as other key stakeholders such as government institutions, financial service providers, the broader private sector, and both international and local NGOs.
4. Coordination
• Strengthen the integration of gender and protection considerations within cash programming, while prioritizing the inclusion of the most vulnerable and marginalized groups, which include but are not limited to female-headed households, the elderly, unaccompanied and separated children, and individuals with disabilities.
• Collaboratively engage with financial service providers to negotiate, where feasible, for the harmonization and reduction of transaction costs. Jointly establish minimum requirements for partnerships with humanitarian organizations in cash based programming. • Partner with clusters, sectors, and the Social Protection Working Group to address social protection issues and explore potential connections with related social safety-net programs.
Key Achievements:
• Developed a comprehensive strategy for the FSL, resilience, work force development for ACTED\'s operations in Pakistan.
• Successfully trained and graduated 1,200 TVET students, with an impressive 99% employment rate.
• Established Micro, Small, and Medium-sized Enterprises (MSMEs) in merged districts of FATA through the Market for Peace program.
• Formulated an emergency response strategy for cash and food security and livelihoods (FSL) during the 2022 flood crisis.
• Designed and secured grants totaling $6 million USD from the WFP for their emergency response and early recovery efforts related to the 2022 floods, covering areas such as cash-based transfers -CBT early recovery.
• Successfully designed and secured additional flood response grants amounting to $5 million USD from the Bureau of Humanitarian Assistance (BHA), encompassing emergency response and early recovery initiatives in food security and livelihoods (FSL) and resilience building in 2022.
• Orchestrated the design and acquisition of flood response grants totaling $1.5 million USD from the European Union (EU) for emergency response and early recovery efforts in 2022.

My role involves providing technical and strategic support to the Emergency Food Security and Livelihoods (EFSVL) & Cash Program, including Multipurpose Cash Assistance (MPCA). I also offer advisory support for overall EFSVL and Cash programming across all of Iraq, encompassing both regular programming and emergency response efforts. In this capacity, I provide guidance and technical expertise in the planning, implementation, monitoring, and evaluation of Oxfam Iraq\'s initiatives related to Economic Recovery, Food Security, Livelihoods, Technical and Vocational Education and Training (TVET), and cash programming (Cash and Voucher Interventions - CCI).
Key Achievements:
• Formulated an EFSVL (Emergency Food Security and Vulnerable Livelihoods) strategy for Oxfam\'s operations in Iraq.
• Offered technical support for an early recovery project funded by the European Union (EU) and the Office of U.S. Foreign Disaster Assistance (OFDA), which included the establishment of Micro, Small, and Medium-sized Enterprises (MSMEs).
• Conducted a comprehensive study on labor and skill gaps among youth. • Successfully executed a cash assistance program in collaboration with key partners, including DRC, NRC, IRC, and Save the Children (Savel the Children).
As a Livelihood Technical Advisor, I reported directly to ACTED's Deputy Country Director. My role involved coordinating and overseeing the development and implementation of high-quality Livelihoods Technical and Vocational Education and Training (TVET) programs. These programs were funded by a diverse range of donors.
In my capacity, I served as a liaison with other technical coordinators within ACTED, closely monitored the activities of the agency, worked in collaboration with government and community partners, and maintained engagement with the TVET Livelihoods Cluster within the interagency coordination structure. My primary objective was to ensure effective coordination and complementarity of programming, as well as to uphold the required technical excellence in project design and execution. I held overall responsibility for the management of TVET and gainful employment initiatives, providing the necessary support to ensure the successful implementation of TVET programs across Pakistan under a wide-ranging portfolio of projects.
Key Achievements:
·Conducted two labor market and value chain studies, both on and off farms.
·Established ten training centers with an enrollment of 1,000 young individuals.
·Established eight agricultural value chains in targeted districts, encompassing high-value crops and livestock.
·Successfully piloted the Market System Development approach (MSD) in projects focused on employment and business development.
·Successfully forged private sector connections for graduates who completed their training and for those involved in the established value chains.
Implementation of the GZD-CAD Project Component on “Marketing of Marketable Products” in partnership with the private sector, line departments, PIU and farming community. Responsible for physical and financial progress of the Component and reporting to the PD (PIU) and the PIC. Implement the Component in a Team Spirit and through interactive participatory approach to accomplish project objectives as laid out in the PC-I.
In my role as a livelihood specialist, my primary objective was to oversee the development and implementation of a livelihoods program that is efficient, accountable, and measurable. My key responsibilities included ensuring the overall coordination of ICMC's BPRM livelihoods portfolio, which encompasses counseling, transferable skills development, vocational/technical training, job integration, and business development with financial support. I also managed livelihood centers as part of this portfolio.

- Crafted an employment support strategy to assist the workforce.
- Collaborated with the Small and Medium Enterprises Development Authority (SMEDA) to establish approximately 200 medium and small enterprises.
- Facilitated the employment of 1,000 young individuals in promising business and service sectors.
- Created skill training modules and curriculum to enhance workforce skills and competencies.
As the Program Manager for Technical and Vocational Education and Training (TVET), my primary responsibility was to ensure the efficient and high-quality management and supervision of all project activities related to technical and vocational training. These activities encompassed a wide range, including career counseling, vocational training, internships, productive workshops, asset replacements, and micro grants, as well as establishing market and employment linkages.
My role extended to providing programmatic and operational oversight for the initiative, specifically implemented in government vocational colleges in Swat. I was entrusted with the management of existing TVET partnerships with TEVTA and local authorities, and actively sought out new collaborations as necessary. Moreover, I took the lead in monitoring, evaluation, and reporting for the project, working closely with the MEL Manager. I maintained open communication with CARE grants and program development colleagues to ensure the fulfillment of grant deliverables received through the ROTA.
My key areas of focus included both existing and new program design, the systematization of program information management, and guiding beneficiaries through the 'pathway' within the TVET pyramid of interventions. Additionally, I played a pivotal role in the implementation startup of CARE and ROTA funds. This encompassed strategic planning, coordination, and collaboration to maximize the impact of the resources at our disposal.
As a program manager value chain, I was responsible for the development and delivery of USAID on value chain development and Resilient Markets Systems, with a focus on inclusive markets, value chain development and their contribution to women’s economic empowerment. I managed high-level technical advice and programme design support across a range of areas and throughout the programme cycle. I was also looking for consistently high programme quality, help measure impact and foster learning across Hashoo Foundation and with our external partners. I actively contributed to strengthening TAP conceptual thinking and approach to resilient markets & the strengthening of women’s economic empowerment & market systems in fragile settings by drawing on experiences.
As an Enterprise development and value chain specialist I was responsible to ensure that all enterprise and value chain programming is of excellent technical quality that attract significant donor funding and contributed significantly to world vision strategic objectives, nationally and globally. The main focus of the role was establishment of enterprise and value chains, to address the ongoing crises of economic development of community through the WV full spectrum programming. As a project coordinator I was expected to work collaboratively to develop high quality enterprise and value chain proposals that meet the needs of targeted beneficiary populations, provided technical advice and support to project staff to ensure programming objectives are successfully achieved. I was also responsible to contribute to achieving high programme quality through evidence based work, and/or leading new research around enterprise and value chain models/programming. I was responsible for the willingness to embrace a child rights programming approach and represent WV in national forums and working groups.
