Engage with local partners for emergency response following the process agreed under the Emergency Preparedness Plan (EPP).
Provide guidance to partners at all stages of the humanitarian program cycle (assessments, implementation, monitoring and evaluation).
Provide technical guidance and oversight in ensuring management of sub-unit resources, budgets, process and projects being implemented by MAP under its humanitarian portfolio.
Provide technical quality assurance for all humanitarian program interventions and represent MA in clusters and other forums at national and provincial levels.
Manage emergency project budgets and ensure donor compliances.
Coordinate and collaborate with relevant technical and support departments for development and implementation of effective humanitarian program.
Ensure planning of safe delivery and distribution of goods/ services to beneficiaries, including advising on and adhering to standard operating procedures (SOPs), safety and security measures, and training partner staff.
Ensure maximized utilization of assigned human resources and keep Head of programmes informed about potential needs for both existing and emergency response.
Work with Partners to advocate/strengthen/develop national level policies, procedures, and Pakistan’s governance framework, relevant to MAP; with particular focus on ensuring the delivery of an effective, efficient, timely humanitarian response to natural and man-made disasters.
Liaise with the program support function as appropriate to identify and plan the support needed for implementation of humanitarian projects across Pakistan.
Promote the development, adaptation, testing, and mainstreaming of best practices in needs assessment, project design, implementation, and closure.
Develop and deliver capacity building initiatives in identified areas, including training and mentoring of project staff, partner organizations and targeting communities based on gaps in specific areas of knowledge and practice
Represent MAP humanitarian response to local authorities, donors and members of the humanitarian community.
Be responsible for ongoing coordination and representation of MAP to relevant organizations, particularly government officials, UN, INGOs, communities, and donors as appropriate.
Actively engage with all relevant technical, operational and strategic program unit team members to identify and respond to funding opportunities for humanitarian work, both in current operational areas and new geographic areas.
Build evidence of best practices in humanitarian response and resilience programming and ensure the field teams incorporate the practices into the program whilst also enabling them to present at local and global forums.
Participate in relevant meetings at the national and policy levels in assigned areas of work to advance MAP’s humanitarian agenda.
Support business development efforts in building new partnerships, finding donor opportunities, and developing proposals, linked with the development portfolio of MAP.
Provide strategic direction on programming for Humanitarian Response with Disaster Risk Management and resilience mainstreamed/embedded in all stages.
Envision clear strategy on Disaster Risk Management and Resilience that is being operationalized across the country programme.
Cultivate long term partnerships with counterparts, think tanks and government entities leveraging MA Pakistan as prime actor in Disaster Risk Management and Resilience.
Develop and deepen country programme level strategic direction on localization.
Coordinate with specialists and advocacy teams to integrate/synergize Disaster Risk Management and Resilience work with the agenda of Climate Change and Adaptation.
Put together concept notes and proposals for humanitarian response, disaster risk management and resilience by engaging with field teams and thematic leads.
Extend strategic, technical and operational support to the programme across the country that MA Pakistan responds to any disaster in a timely, effective and efficient manner in case of any disaster in Pakistan.
Ensure consistent engagement with Disaster Management Authorities, Institutional Donors and UN agencies to positively influence in agenda and strategy setting of respective entities.
Develop organizational mechanism of humanitarian coordination within and external actors that helps strategizing and profiling response efforts.
Closely work with MEAL team to undertake RAPID need assessments and learning exercises feeding into robust DRM programming.
Coordinate with safeguarding, inclusion and child protection leads to ensure that organizational commitments are demonstrated in programmes and behaviors of the teams working with and for vulnerable segments of communities.
Engage with Media and Communication Team to capture and disseminate the best practices of DRM programme deepening partnerships with MA partners and donors.
Contribute in national strategy and annual business plans with emphasis upon resilience and disaster risk management.
Chalk out plans in collaboration with Manager Strategic Partnerships and Business to tapping institutional and corporate donors for DRM programming, particularly disaster risk management and resilience.
Strategize humanitarian response being planned, executed, monitored, evaluated, and reported ensuring effective grants management.

Ensuring technical level donor compliance including adherence to project modalities, achievement of program objectives and tracking of indicators.
Responsible to attend district, provincial, national level and where appropriate, important national/provincial/field-level technical forums, working groups, workshops and strategic think tanks related to the department.
Work with the Field teams and SPLQ team in identifying needs, gaps, priority areas and appropriate interventions in locations where MAP works and in new locations in the mission country.
