Over the past 17 years, I am serving as information management, monitoring, evaluation, research and learning professional. I have designed and implemented largescale knowledge management initiatives in challenging contexts with precision and efficiency. I have extensive experience in planning, designing, managing, monitoring, and evaluating systems, Education, WASH and Child protection information management system, health management information systems, RMNCH, Family Planning, Nutrition, and multisectoral humanitarian aid and developmental programs. I led the design and execution of several assessments, surveys, and operational research of public health sector by deploying mixed qualitative and quantitative methodologies. 1. Management of the M&E team
• Manage a team of M&E officer(s), senior M&E Officer(s) HIS and NIS officers, delineating their responsibilities by grant/project specific in order to support programmatic activities of Merlin and ensure these are monitored and evaluated in a timely, efficient and effective matter.
• Identify the M&E training needs of the M&E team and work with the team and other collaborators TSU to plan and implement training that meets these needs.
• Coach, train, and mentor HIS/NIS and M&E staff with the aim of strengthening their technical capacity, exchanging knowledge within the M&E team and providing professional development guidance in conjunction with the M&E Manager
• Coordinate and provide refresher M&E training for program staff as needed, with the support of the Senior M&E Officer and M&E specialist.
2. M&E leadership
• Provide (or update) the organization and the TSU department with a vision, framework and strategic plan for its M&E unit.
• Lead all M&E initiatives within Merlin.
3. Project and/or Program Management Support
• Lead all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives.
4. System Development
• Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities.
• Define and implement the key project performance indicators (KPI) as well as monitor them throughout the duration of the projects.
• Propose strategies to increase data use and demand amongst Program staff.
• Assist Program staff in clarifying project information needs.
• Support project/program staff on ways to properly document, organize and capture program progress.
• Manage and lead HIS/NIS and M&E Officers while they create and revise tools and data collection procedures under the supervision of the country health director (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
5. Data Management and Analysis
• Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
• Suggest ways to facilitate data collection and the flow of data within Program field teams.
• Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
• Perform field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
• Analyze changes and patterns in KPI indicator data and performance reports in order to make recommendations to Program staff.
• Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
• Implement and participate in program and project evaluations
6. Communication and Reporting
• Support Grants Manager in reviewing donor reports to ensure high quality reports are submitted on time for this grant/program.
• Assist Country Management team in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation
• Review and analyze weekly/Monthly/quarterly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting

• Assess organizational and performance gaps within the different programs and report on corrective actions needed

• Act as the National focal point for all tasks related to the health and nutrition Informations System
• Provide support and build capacity of project teams and country Office to implement data management activities including collection, collation, transmission, analysis, ongoing monitoring and feedback methods as outlined in the Merlin HIS/NIS SOPs.
• Analyse data and produce high quality monthly/quarterly/yearly narrative reports with graphic and statistical presentations of health and nutrition data showing spatial-temporal trends in service delivery, utilization and diseases trends, to track progress against country targets.
• Ensure that demographic and service delivery data in the Merlin HIS and NIS are complete and accurate at all levels
• Manage, supervise and mentor field HIS/NIS staff effectively, ensuring that all the HIS/NIS related staff is up-to-date with knowledge and HIS/NIS softwares version
• Regular travel to field sites; project office and health facilities for supportive supervision, data audits and training needs assessments
• Provide technical support to HIS/NIS field officers, and enhance their health information management skills through formal & informal trainings
• Ensure that up-to–date and appropriate data tools are in place at all levels for smooth and timely flow of requisite monthly data from field to country office
• Collate and cross validate the country data for inconsistencies before transmission to the London HO in required format and as per timeline.
• Monitor HIS/NIS performance at health facility and project levels, and produce monthly reports on data quality issues. Share these reports with field staff alongwith recommendations and suggested corrective actions
• Respond to data and HIS/NIS related queries from CMT or London office in a prompt and professional manner
• Plan, develop and maintain the mechanisms/tools for storage, archiving, retrieval and dissemination of HIS/NIS data and software versions
• Protect the security of health info/data to ensure confidentiality is maintained.
• Support the collection and analysis of data from emergency and non urgent needs/baseline assessments

2. Staff Management / Support
• Effectively managed all field staff involved in data collection, management and data reporting
• Supervise and monitor staff on daily basis and provide them with on job mentoring
• Enhance technical and health management skills of of staff involed in data collection, data mangement and data reporting through formal & informal training in conjunction with country health director and medical coordinators

3. Coordination & Representation

Output/Achievements:

1. Monitoring and Evaluation
• Designed and implement data collection and M & E tool in collaboration of country health director.
• Successfully Managing 105 primary health care outlets HIS data and 78 nutrition outlets data and 05 ARI outlets reports in 14 districts situated in KPK, Punjab and Sindh provinces of Pakistan. Besides this also looking after 548 Malaria outlet data in 23 districts of KPK and Baluchistan provinces along with FATA and their adjoin FRs.
• Established supportive supervision, monitoring and Feedback mechanism at districts level
• Monitored Project activities at district level and generated M&E reports for each and every district.
• Designed and implemented databases for data management.

• Conducted series of trainings on recordkeeping, monitoring & reporting at district level

Duties and Responsibilities included:


1. Programme Support

• Assist in designing and implementing qualitative and quantitative assessments as appropriate to
support program implementation
• Assist in dissemination of operational research findings at appropriate forums as required
• Assist in preparing and implementing end line project evaluation
• Build capacities of the staff on approaches and methods for monitoring and evaluation of outcome and
impacts of services delivered by Merlin
• Initiate methods for mainstreaming monitoring and outcome/impact assessment processes in programme design and planning processes

recommendation regarding prioritisation of specific health projects/ schemes.
• Plan, organise and participate in feasability studies for specific health projects as recommended by the
Public Health Manager.
• Participate in the development of a coherent project strategy and project’s aims, in collaboration
with the Merlin project relevant staff and in consultation with the FATA DHS, FATA capacity building
program, in allocated area’s local Health authorities.
• Monitor through field visits the implementation and progress of activities.
• Organize and participate in community meetings for consultations as and when required to ensure need identification and validation by the communties of the proposed health activities.
• Regularly re-assess the health sector needs in targeted areas, including infrastructure, equipment,
drugs, HR, and system strengthening.
• Support the development and regular updating of the matrix of all stakeholders involved in health in
Lower FATA.

2. Co-ordination & Representation

• Co-ordinate with Merlin staff, local health authorities at agency, and provincial level to ensure all project activities are carried out with their collaboration and participation in order to achieve project objectives.
