The main purpose of the position involves monitoring all Chakki flour fortification activities, ensuring coordination with the supervisor and designated project team. Supporting capacity-building activities for staff at assigned Chakki mills and ensuring the implementation of quality assurance and control processes. The position also involves conducting SBC and sensitization activities, developing B2B linkages, preparing and submitting activity reports, maintaining accurate production data records, ensuring data integrity, and addressing queries and discrepancies in data to support the Chakki mills.
Monitor all Chakki flour fortification-related activities and maintain coordination with supervisor (WFP focal point) and WFP project team.
Assist and support on capacity-building activities for staff of assigned Chakki mills, food inspectors, food safety officers, LHWs, lab staff, Nashonuma mobilisers and district focal persons on fortification, quality assurance and quality control processes to promote sustainable and adequate/effective fortification process of Chakki flour.
Assist in providing timely and adequate support to Chakki flour fortification, installation and maintenance of micro- feeders, its calibration and setting flow rate of premix as per standards prescribed by Pakistan’s Standard and Quality Control Authority and PFA regulations.
Closely monitor assigned Chakki mills to ensure that there is uninterrupted supply of premix according to their requirements and perform timely coordination with the supervisor and project team.
Ensure timely and smooth supply of iron Spot test kits to Chakki Mills and food inspectors for monitoring of fortification compliance at production, market and household level.

Job Description:
Record and report both qualitative and quantitative aspects of progress against the annual work plan and relevant proposals to the Head of MEAL.
Assist in maximizing involvement of project team in meeting their objectives and targets against their specific project proposal/trackers through the establishment of a follow-up system
Provide support to identify strengths, weaknesses, opportunities and constraints of organizations projects in the mentioned program areas.
Support in process and tool development for needs assessments, baselines, End lines, PDMs, internal reviews etc.
Conduct monitoring, Strengthen the organization’s M&E System and design MEAL framework for donor funded projects
Assist in the strengthening/development of M&E systems for projects in Sindh province to identify the key performance indicators (at output and outcome level) and tools for monitoring of program portfolio in field and comparing it to targets agreed in the project proposals
Undertake regular visits to the field for data collection, develop monitoring reports and identify any course correction/modifications that might be needed in the project implementation as well as the current M&E system and practices for better performance
Develop proper monitoring tracker and closely follow up with program team to check whether or not key recommendations given in monitoring reports are being followed

The responsibilities listed above cover most of the tasks that would be performed by the individual in this position; however, the Senior MEAL Officer can also be assigned other relevant official tasks by the Direct Supervisor/ Management as and when required.
· Collect and manage data collected with the support of vaccinator, LHWs, CBVs and local CSO for COVID-19 unimmunized population.
· Develop monitoring tool for data collection.
· Support the team for data analysis and develop strategy to reach the unimmunized population
· Regular monitoring of the program activities through supportive supervision and monitoring.
· Involve with health department and EPI program Sindh to collect and disseminate the information.

The MEAL/IM Officer ECHO-09 is responsible for:
· Proactively engage with the partners to compile information on their activities, updating the related database;
· Review incoming data for completeness and consistency and advise the project team on the tools for improving data logging, entry and processing.
· Manage the program curated database (monitor quality of information to be shared according to the information sharing protocol)
· Implement ACF MEAL Framework and ECHO-09 MEAL Plan,
· Help the project team and partners to build their capacity in efficient data collection and management processes.
· Provide the sector partners with the updated MEAL Plan/KPs and receive monthly reports against them.
· Support and ensure that each of the projects within thematic area is covered by a quality MEAL plan.
· Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/Endline, Studies, surveys…etc.)
· Support partners to effectively complete tool for measuring quality benchmarks.
· Support consistent and systematic integration of MEAL issues into the project (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation

Mission 2: Data Analysis and use
· Be the primary focal point with partners for data management, developing and maintaining information databases in addition to the conducted Monitoring and Evaluation tools.
· Become the primary analyst for weekly data, monitoring trends and highlighting concerns.
· Support coordination, analysis and draft findings for the project technical surveys as well as multi sector assessments, generic surveys and evaluations as needed.
Mission 3: Visualization/ Reporting
· Coordinate with SPM and MEAL & IM Manager to review weekly/monthly data submissions from partner team, including MEAL plans per partner as well as project achievement tools.
· In collaboration with MEAL & IM Manager, provide monthly analysis and reporting against the needed regular requirements with appropriate set of recommendations to the project/program management as a part of the Learning process.

Mission 4: Evaluation and Assessment
· Support MEAL & IM Manager, in conducting baseline, end-line, PDM surveys for ACF.
· In coordination with MEAL unit support partners in situation analysis (study methodology, tools and approaches) and need assessment for the new project/program development.
· In coordination with MEAL unit support for conducting mid-term as well as final project evaluations as per the requirement
Mission 5: Partnerships
· Support partners in developing coherent DIPs, tracking sheets, progress reports have meaningful participation in Project Review Meetings, etc.
· Conduct periodic review of project plans to identify bottlenecks and the ways those bottlenecks could be addressed

The data entry operator’s duties and responsibilities will include but not necessarily be limited to the following;
1. To be work on data entry process under the supervisor of CMP team, as well as uploading and cleaning procedures. He/She will work with the Program Manager and M&E team to make sure data entry in the proposed database:
a. How MIS system and other database (if needed) will be used?
b. What data standards will be adopted?
c. What procedures will be used to ensure quality (accuracy, integrity, and completeness)? of data
d. How will data storage and preservation be handled?
e. How will data security management (access, erasure, security, privacy) be ensured?
g. What procedures will be used to upload/transfer/share data?
2. Data cleaning and uploading. Data will need to be reported periodically to CMP Program Manager and M&E Unit. He/She will write the program for cleaning and uploading data and will verify. During the course of this STTA, he/she will ensure data is uploaded and cleaned.
• Work in close collaboration with Deputy Coordinator on a regular basis and main liaison with field teams. Effectively manage and ensure data collection validity, authenticity and completeness of coverage.
• Ensure that international and standard ethics applicable to data collection/research are adhered by the Enumerators.
• Ensure compliance to the guidelines and instructions provided in the Data Validation Guidelines and through trainings.
• Regularly compare and deliberate the results of the validation processes with colleagues and discuss ways to improve the accuracy of data collection. In the event of identification of such improvement aspects ensure that the information reaches the Survey team & Deputy Coordinator.
• Ensure that any guidelines provided by the technical experts/project manager for enhanced data validation are followed.
