Role Purpose
The Information Management Officer (IMO) will serve as the central technical resource for linking DHIS2, Health and Nutrition Information Systems, CFCI data systems, and other UNICEF-supported platforms. The IMO will ensure data quality, integration, analysis, real-time monitoring, system maintenance, and institutionalization within government systems, aligning with UNICEF indicators and provincial development priorities.
Functions / Key Results Expected
- Strengthen and Sustain DHIS2 and Integrated Health & Nutrition Information Systems: Serve as the focal technical resource for strengthening, maintaining, and institutionalizing DHIS2 and integrated Health and Nutrition Information Systems in Balochistan. Support the Department of Health (DOH), Nutrition Directorate, and implementing partners in ensuring data quality, completeness, timeliness, and utilization of DHIS2 Health and Nutrition modules. Lead the development and maintenance of dashboards, automated reports, and analytical products to facilitate evidence-based decision-making. Coordinate with UNICEF programme sections and government counterparts to ensure interoperability and integration of DHIS2 with other digital platforms and reporting systems. Provide technical support for troubleshooting, system optimization, and regular monitoring of DHIS2 performance and utilization.
- Support Data Integration and Information Management for CFCI and Other UNICEF Initiatives: Support CFCI, Polio ISD, and other UNICEF programmes by integrating relevant indicators and datasets with DHIS2 and other information systems where feasible. Develop consolidated dashboards and reporting mechanisms to monitor progress, identify gaps, and support programme planning and implementation. Support baseline assessments, monitoring exercises, and analytical products for CFCI and other priority initiatives through the use of DHIS2 and related data systems. Facilitate harmonization of indicators across DHIS2, UNICEF RAM, programme frameworks, and government reporting requirements.
- Capacity Building and Coordination: Build the capacity of provincial and district government staff and implementing partners on DHIS2 data entry, reporting, analysis, and data quality assurance. Conduct training, mentoring, and supportive supervision to institutionalize the use of DHIS2 and strengthen government ownership of digital information systems. Support the development of SOPs, reporting formats, and guidance documents for routine information management and data governance. Participate in DHIS2 Technical Working Groups, Nutrition Working Group (NWG), Health Cluster, and other relevant coordination forums to provide technical inputs and provincial updates. Coordinate routine data flow and reporting among UNICEF, DOH, Nutrition partners, and other stakeholders. Compile periodic analytical reports, dashboards, and situation updates to inform programme management, donor reporting, and strategic decision-making. Document lessons learned, best practices, and innovations to support sustainability and scale-up of DHIS2 and integrated information systems.

Education Requirements
Required: A Bachelor's degree in computer science, information management, information systems, data science, statistics, GIS, Public Health Informatics, or related field with 4 years of relevant experience. OR a Master's degree in computer science, information management, information systems, data science, statistics, GIS, Public Health Informatics, or related field with 2 years of relevant experience.
Experience Requirements
Required: Experience in designing, implementing, maintaining, or managing DHIS2, Health Management Information Systems (HMIS), Nutrition Information Systems, or similar sectoral information systems. Demonstrated proficiency in Kobo, Appsheet, ArcGIS/QGIS, Power BI, Tableau, Microsoft Power Platform, SQL, or other relevant data management and visualization platforms. Demonstrated experience in coordinating multi-stakeholder initiatives involving government counterparts, development partners, implementing partners, and community-level actors.
Desired: At least 2 years of progressively responsible experience in information management, information systems, data management and visualization, health information systems, DHIS2 administration, data analytics, monitoring and evaluation, or digital health solutions. Experience in field-level deployment, validation, and monitoring of digital systems in low-resource settings. Familiarity with data governance frameworks and integration of health and nutrition systems with HR, finance, and assessment platforms.

English: Fluent proficiency level required. Urdu: Fluent proficiency level required. Pashto: Fluent proficiency level desirable.
