Job Description

Background and Purpose:

The Program Performance Officer will drive seamless program coordination within WHO by ensuring structured engagement with government, NGOs, civil society, and UN agencies. The role involves facilitating program alignment, enhancing stakeholder engagement, and strengthening WHO’s active role within the UN Country Team and the UN Joint Cooperation Framework (2023-27).

Key Responsibilities:

Under the direct supervision of Senior Programme Management Officer, the incumbent shall perform below tasks:

1.            Program Integration & Coordination

a.        Facilitate seamless integration across various WHO programs through structured internal and external frameworks.

b.       Ensure all programs align with WHO’s overarching goals, SDG targets, and National Health Strategies.

c.        Strengthen linkages between WHO initiatives and partner programs to avoid duplication and enhance synergies.

2.            Stakeholder Engagement & Collaboration

a.        Foster strategic engagement with non-state actors, MoH engagement units, and the UN Resident Coordinator’s office to enhance program effectiveness.

b.       Ensure WHO’s contributions are seamlessly integrated within the broader health ecosystem.

3.            Active Participation in the UN Resident Coordinator’s Office

a.        Ensure WHO’s active role in the UN Country Team, supporting the implementation of the UN Joint Cooperation Framework (2023-27).

b.       Align WHO’s work with broader UN health targets and SDG-related commitments.

4.            MOH & WHO Check-ins

a.        Organize quarterly director meetings and semi-annual ministerial check-ins between WHO and the Ministry of Health to review progress and ensure alignment with WHO’s work plan (GPW 14).

b.       Monitor implementation of key decisions and follow up on action points from high-level engagements.

5.            Internal Management & External Coordination

a.        Execute the Internal Management & External Coordination Framework, ensuring systematic follow-up on planned actions.

b.       Track program milestones and ensure effective coordination between WHO HQ, regional offices, and country teams.

6.            Leadership Support & Ad-Hoc Requests

a.        Facilitate and coordinate ad-hoc requests related to inputs from the UN RC Office, WHO Regional Office, HQ, and national stakeholders.

b.       Ensure that contributions to WHO’s leadership requests are comprehensive, integrated, and cost-effective.

7.            Staff Motivation & Capacity Building

a.        Conduct statutory staff satisfaction surveys to assess engagement levels.

b.       Organize team retreats and office events to foster collaboration and motivation.

c.        Monitor the completion of action items from staff engagements.

Recruitment Profile

Education: University degree in related field is required. An advanced university degree (Master’s or equivalent) either in Public Health, or International Development, or Public Administration, or Social Sciences, or Political Science, or Business Administration, or Health Policy & Management is preferred.

Experience:

  • Minimum of five years of experience in program management, coordination, or policy development in an international organization, public health agency, or UN entity.
  • Proven track record in stakeholder engagement, particularly with government agencies, UN bodies, donors, and NGOs.
  • Strong experience in monitoring and evaluating program implementation, tracking milestones, and reporting progress to high-level stakeholders.
  • Knowledge of WHO frameworks, including GPW 13, GPW 14, and the UN Joint Cooperation Framework.
  • Demonstrated ability to facilitate high-level discussions and inter-agency coordination, ensuring WHO’s integration into national and regional health strategies.
  • Experience organizing ministerial-level engagements, UN coordination meetings, and program performance reviews.
  • Excellent project management skills, with the ability to track and align multi-sectoral programs within global health frameworks.
  • Strong ability to write reports, policy briefs, and strategic recommendations for leadership and donors.

Functional Knowledge and Skills:

  • Strong program management and coordination experience in an international development or public health setting.

  • Deep understanding of WHO frameworks, including GPW 13 and the UN Joint Cooperation Framework.
  • Excellent facilitation and negotiation skills, capable of managing high-level discussions and engagements.
  • Highly organized and results-driven, with experience in tracking program progress and implementing action plans.
  • Strong communication skills, with the ability to engage diplomatically with multiple stakeholders.
  • Ability to operate MS Office tools including MS Word, MS Excel and MS PowerPoint.
  • Good communication and interpersonal skills.

 

Language: Good knowledge of English and local language (Urdu).

LICA is a non-staff contract whereby the signatory has the status of a contractor and not considered in any respect as being a staff member of either the World Health Organization (WHO) or UNOPS. As such, there will be no employer-employee relationship between the signatory and the contracting Organization.
