Job Description

The purpose of the position is to support the office in External Relations.

Under the direct supervision of Senior Programme Management Officer, the incumbent shall perform below tasks:

  1. Assist in developing and implementing an innovative resource mobilization action plan for the Country Office to contribute to sustainable financing for core and emergency activities.
  2. Support research efforts on the interests and application requirements of key donors and other funding sources for the country. Assist in drafting proposals, donor briefings, reports, and updates to ensure accurate and timely reporting.
  3. Assist in maintaining partner relations through innovative approaches (e.g., quarterly partner briefings) while supporting the clear and concise communication of WHO’s yearly/biennial strategic direction. Provide support in negotiations for timely donor agreements.
  4. Support activities related to mobilization of resources, grants management, funding needs and gap assessments, and the awards process. Assist in maintaining project calendars and milestones, analyzing project activities, and monitoring progress towards targets using various project management databases.
  5. Facilitate liaison with Regional Offices to obtain required clearances, including legal and financial approvals for proposals and donor agreements before signature.
  6. Assist in project management throughout the project life cycle by supporting the monitoring of implementation rates and reporting deadlines. Ensure activities and expenditures align with donor agreements, and support collaboration with procurement, logistics, HR, and technical staff to facilitate overall project implementation.
  7. Support coordination efforts with relevant agencies to ensure the Country Office participates in system-wide resource mobilization activities. Assist in engaging with Country-Based Pooled Funds staff to secure funding from those sources.
  8. Assist the donor visbility officer in utilizing communication products to inform donors about both the Health Sector and WHO’s strategies and work. Support efforts to encourage funding for the overall health sector response to affected populations and WHO’s strategic plans and proposals.
  9. Perform any other relevant support duties as required by the supervisor.

Recruitment Profile

Education:

  • Completion of Secondary School Certificate is required. University degree in international relations, social sciences, or relevant field is desirable.

Experience:

  • At least eight year of experience in related field. Experience in External Relations, preferably in a humanitarian international organization.

Functional Knowledge and Skills:

  • Experience in drafting internal and external documents such as briefing notes/talking points, fact sheets, operational updates.

  • Ability to operate MS Office tools including MS Word, MS Excel and MS PowerPoint.
  • Good communication and interpersonal skills.
  • Language: Good knowledge of English and local language (Urdu).
