The Project Coordinator will serve as the operational field leader responsible for day-to-day project management, implementation, community engagement, and coordination with local stakeholders in the Swat District. The coordinator will ensure the timely, high-quality delivery of all project activities aligned with the donor’s Terms of Reference, national climate frameworks (NAP 2023, NDCs), and the SPO's operational standards. The role serves as the primary liaison between field communities, local government departments, and SPO's National Centre, ensuring seamless implementation of the PROAACT initiative.
ResponsibilitiesProject Management and Coordination:
- Manage overall project implementation in Swat District, ensuring all activities are executed according to the approved workplan, timeline, and budget.
- Coordinate with team leader, SPO National Centre, and district authorities to ensure alignment with donor requirements and national frameworks.
- Maintain comprehensive project documentation, including activity reports, community attendance records, and implementation updates.
- Monitor project progress against deliverables and provide monthly progress reports to the Team Leader.
- Identify and mitigate implementation risks in collaboration with the Team Leader and adapt strategies based on ground-level challenges.
Community Engagement and Capacity Building:
- Organize and facilitate participatory risk profiling training sessions engaging community members.
- Organize and facilitate participatory planning sessions engaging stakeholders.
- Ensure inclusive participation in all training and planning sessions.
- Coordinate with Community Resilience Committees (CRCs) to support community mobilization and sustained engagement throughout the project duration.
- Liaise with union council representatives, village leaders, and government officials to facilitate collaborative planning and consensus-building.
- Provide ongoing support to communities for Local Adaptation Plan (LAP) implementation and monitoring.
Nature-Based Solutions (NbS) Implementation:
- Support design, validation, and implementation of 1-3 priority Nature-based Solutions (NbS) interventions.
- Ensure community engagement in all stages of NbS implementation with clear roles and responsibilities.
- Support the establishment of community maintenance arrangements for NbS sustainability beyond project closure.
- Coordinate with NbS Specialist and Team Leader for technical guidance and quality assurance of implementation.
- Document implementation progress and community participation in NbS activities.
Stakeholder Liaison and Government Coordination:
- Establish and maintain strong working relationships with district government departments (PDMA, DDMA, Forest Department, Agriculture Extension, UC representatives, etc.)
- Coordinate bi-sectoral dialogue sessions bringing together communities, local government, and civil society.
- Facilitate linkages between community adaptation initiatives and government development programs.
- Support integration of project learning into district-level adaptation planning processes.
- Ensure transparent targeting and community oversight in all project activities.
Monitoring and Documentation:
- Maintain accurate attendance records and participant data.
- Prepare regular field reports documenting activities, challenges, achievements, and community feedback.
- Coordinate with MEAL Manager for data collection, monitoring activities, and learning documentation.
- Support the development of case studies and knowledge products documenting best practices and lessons learned.
Team Coordination
- Provide direct supervision and coordination with Community Mobilizers and Office Support Staff.
- Support coordination with NbS Specialist for technical backstopping and quality assurance.
- Maintain regular communication with the Team Leader on implementation status, challenges, and adaptive management needs.
- Participate in project reviews, planning sessions, and training programs as required.
Job Requirements and Qualifications:
· Master’s degree in Climate Change, Environmental Science, Development Studies, Social Sciences, or related field.
Professional Experience:
- Minimum 7-10 years of field-level project implementation experience in community development, climate change adaptation, or disaster risk reduction.
- Demonstrated experience in participatory community engagement, community mobilization, and capacity building.
- Experience organizing trainings, facilitating workshops, and managing participatory planning processes.
- Experience liaising with government departments and coordinating with local authorities.
- Experience working in mountainous regions, flood-prone areas, or climate-vulnerable geographies preferred.
- Prior experience with international donors or climate adaptation projects is highly valued.
