The MEAL Officer will be responsible for designing and implementing the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the Menstrual Education and Awareness Project. The role will focus on ensuring that the project is being implemented effectively, with measurable outcomes, and that learnings are documented for future interventions. The MEAL Officer will also be responsible for ensuring accountability mechanisms are in place, allowing feedback from project beneficiaries and stakeholders to inform project adjustments.

Main Responsibilities:

Monitoring & Evaluation Framework:

  • Develop and implement a comprehensive MEAL framework for the project, including performance indicators and tools for data collection.
  • Regularly track project progress against objectives and targets, using quantitative and qualitative data.
  • Ensure data quality through regular monitoring visits and data verification.

Data Collection & Analysis:

  • Design and implement baseline and endline surveys to assess the Knowledge, Aptitude and Practices (KAP) on sanitation and menstrual hygiene of targeted communities before and after the project.
  • Collect, compile, and analyze data from the field, generating insights into the project’s effectiveness.
  • Develop case studies, success stories, and lesson-learning reports to highlight the project’s impact.
  • Set up and manage mechanisms for community feedback, ensuring transparency and responsiveness to community concerns.
  • Work with the field teams to ensure that beneficiaries' feedback is systematically collected and used to inform project adjustments.

Field Monitoring:

  • Conduct regular field visits to monitor the implementation of project activities, ensuring alignment with the project’s objectives and deliverables.
  • Identify any gaps in implementation and recommend corrective measures.

Reporting:

  • Prepare regular monitoring reports, including both achievements and challenges, for internal use and donor reporting.
  • Ensure timely submission of data and reports to the Project Coordinator and donors.
  • Provide detailed monthly and final project reports, summarizing key findings, lessons learned, and recommendations for future programming.

Capacity Building:

  • Train project staff and local partners on the use of monitoring tools, data collection methods, and reporting templates.
  • Build the capacity of project staff to ensure accurate and reliable data collection and reporting.

Learning & Adaptation:

  • Facilitate regular learning sessions with the project team to review data and adjust project strategies as necessary.
  • Document lessons learned and best practices to improve future menstrual hygiene management projects.

Collaboration & Coordination:

  • Work closely with the Project Coordinator, field staff, and local partners to ensure a smooth flow of information and feedback.
  • Coordinate with community members, local authorities, and other stakeholders to ensure accountability and transparency
