Quality Assurance Engineer

Background

Government of Sindh (GoS), through the Sindh Social Protection Authority (SSPA), is implementing the “Strengthening Social Protection Delivery (SSPDS) System in Sindh” project with the assistance of the World Bank to strengthen social protection service delivery system and enhance accessibility and utilization of mother and child health services in selected districts in Sindh.

The project will support three components, financed through an Investment Project Financing (IPF) instrument, with US$200 million from the International Development Association (IDA) and US$30 million from counterpart funding. The Project components are: (a) Strengthen Sindh Social Protection Service Delivery Systems to support the modernization of systems and processes to fully operationalize the newly established Sindh SP Authority and improve its institutional capacity by strengthening the administrative, operational, policy, and planning functions and capabilities, including the development of energy efficient/climate-smart information technology (IT) systems and capacity building through the provision of technical assistance; (b) Mother and Child Support Program (MCSP) focusing on birth and first 1,000 days where risks and needs are high but programmatic responses are weak; the main objective of this component is to create demand for Maternal and Newborn Child-Health (MNCH) services and promote behavioural change to increase uptake of the MNCH services focusing on the first 1,000 days of life through the provision of CCTs in selected districts; and (c) Contingent Emergency Response with zero allocation, providing the Borrower to gain quick access to Bank financing to respond to a crisis or emergency. As part of a comprehensive disaster risk management strategy, the Contingent Emergence Response Component typically provides support for immediate rehabilitation and reconstruction needs.

Objectives of the Assignment

The “Quality Assurance” will be responsible for the test planning, specification and execution of tests of developed software’s/modules, to support SSPA.

Responsibilities and work scope:

1. In coordination with MIS Specialist, review software requirement specification documents and software design specification documents and independently develop a comprehensive testing requirement.
2. Prepared comprehensive & exhaustive test cases on a standardised format. Use standardised way to QA & use software systems to maintain entire history and log of testing & fixes.
3. Evaluate overall software quality based on bugs criticality & frequency.  
4. Prime responsibility is to ensure software developed are field quality with 98%+ stability. There is zero leakage / loss of data.
5. Help build and validate controls in distributed systems. Resource should have excellent command over SQL. Ensure database data is hundred percent consistent across:

a.      Field devices & central systems.

b.     Distributed databases where integrated.

       6. Able to do load testing of systems. Recommend required processing requirements translating into infrastructure sizing.

      7. Participate in all types of testing including Integration/ System Testing, Performance Testing, Regression Testing, User Acceptance Testing etc.

      8.  To prepare and execute detailed test plans, test data & test cases for each module implementation. Document test results and track defects to closure

     9. Creating and implementing the program/project quality plan

    10. To create test cases for functional, integration and performance testing as per requirement specifications

    11. Perform any other function, as assigned by the management, related to the assignment 

SUPERVISION

The individual consultant will work with MIS department to perform the assigned tasks and will report to the MIS Specialist.

QUALIFICATIONS AND EXPERIENCE

Following are qualification/skill requirements for the position:

• At least a Bachelor’s degree (16 years) in Software Engineering, Computer Science, Information Technology or a related field
• At least four (04) years’ experience of working as Quality Assurance in organizations managing large Software Systems infrastructure
• Two (2+) years development& database experience will be preferred. Familiar with programming languages, including VC/C++, .Net, C# or Java
• Excellent command over SQL – with experience of at least 2 years.
• Hands on experience in testing of web-based and mobile enterprise applications
• Solid experience in white box testing (code and query-based testing)
• Recognised QA certifications will be a plus.
• Experience in one of automated testing tools e.g. WinRunner/LoadRunner (Performance Testing)/QTP (Functional/Regression Testing) and bug tracking Systems and tools
• Strong understanding of testing methodologies. Ability to devise appropriate testing strategy and performing test planning
• Experienced in diagnosing, reporting, tracking and resolving quality issues
• Ability to communicate clearly in writing. Solid understanding of quality models including ISO 27001 and CMMI is required.
• Good analytical and communication skills
