The Project Engineer will be based at SIF Office Dir Upper and will be responsible for planning, technical feasibility, designing, implementation and reporting of SIF community infrastructure interventions in Dir Upper and Chitral under the direct supervision of the Project Manager and with technical support and coordination of WASH Coordinator.

  • S/he will technically ensure adherence to the standards of construction while implementing and monitoring physical infrastructure-related activities in timely manner.
  • In addition, s/he may be called upon to carry out surveys, participatory needs assessments or any other activity that may be deemed necessary.

Objective 1: Assessment/Training Activities:

  • Conduct technical feasibilities for water conservation infrastructure schemes (Water ponds). 
  • Conduct field water quality tests for all water conservation schemes (gravity, hand pumps, dug wells, etc.) 
  • Work in a team environment to provide technical direction and assistance to other engineers, and technicians.
  •  Conduct field inspections and site assessments in the target area. 
  • Train masons/artisans on scheme design and engineering techniques.

Objective 2: Technical Supervision Activities:

  • Provide technical guidance to other engineers on standard and project-specific engineering designs, calculations, construction drawings, and specifications.
  • Assist in the Development of engineering standards.
  • Designed and validate the already developed BOQs and design for culturally appropriate, environmentally sound, disaster-resilient, and sustainable Water Conservation community and Govt CPI schemes in target areas.   
  • Supervise all construction works related to water conservation, masonry foundations, and laying of pipes. 
  • Supervise installation and start-up of operations of all water conservation scheme construction activities. 
  • Design multi-purpose water conservation (Water Ponds)  community physical infrastructure as per requirement and engineering standards. 
  • Prepare technical designs and BOQs and ensure that all the construction work is implemented as per approved designs and engineering standards and share with relevant government department and donors if       necessary. 
  • Ensure storage and delivery of related materials, equipment, tools, and consumables on the work site and maintenance of proper records. 
  • Plan and supervise all other environmental considerations and activities including advocacy and capacity building of target area beneficiaries. 
  • Conduct monthly evaluations of program activities to determine the success of interventions, write routine progress reports, and recommend changes in program activities to the Project Manager, Base Program Manager-KP and also with donors when required. 
  • Support logistics department in the procurement of construction materials and ensure safe storage in the community. 
  • Hand over all completed schemes to beneficiaries and line departments. 
  • Perform other duties as required related to construction.

Objective 3: Coordination Activities: 

  • Maintain close liaison with mobilization field engineers’ social teams and LWUCs. 
  • Establish strong liaisons with all relevant departments and get technical guidance from donor technical staff and SIF WASH Coordinator, day-to-day lessons, and best practices replication in implementation.

Objective 4: Documentation Activities:

  •  Ensure proper documentation related to Water Conservation community infrastructure construction. 
  •  Design appropriate Water Conservation CPI schemes and Prepare BOQs for all construction work. 
  •  Preparation of workplans for all construction works.
  •  Prepare and submission of technical feasibility reports. 
  • Prepare and submit of final report of all construction works.

Objective 5: Reporting Activities:

  • Report all the activities to the project manager and WASH Coordinator in a timely manner. 
  • Collect and analyze the reports and provide necessary feedback to the concerned. 
  • Prepare field visit reports and other ad hoc reports.
  • Compile and submission of bi-weekly or monthly reports for all construction works. 
  • Any other assignment given by the supervisor according to the project need.

Education

  • Bachelor’s Degree in BSc Civil Engineering and Technology 

Experience

  • Minimum 5 years of relevant work experience in Water Conservation and physical infrastructure schemes Activities working in NGO/INGO. 

Languages        

  • Fluency in English and Urdu. Fluency in the local (Pashto) Language is a plus. 
  • Knowledge
  •  Proficient in AutoCAD or other Civil Engineering software.
  • Knowledge and experience in providing presentations and written reports.
  • Good inter-person and communication, liaison, and presentation skills.
  • Effective under pressure, results-oriented and proactive with the ability to multi-task.
  • Good Interpersonal communication, negotiating, and analytical skills.
  • Excellent computer knowledge with command of MS Excel among other packages of MS Office.
  • Ability to organize work schedule on a regular basis and flexibility; discrete and respectful to confidentiality.
  • Good Team player and motivated to work in remote and uncertain environments respecting standard operating procedures as devised and instructed.
