 2. General Position Summary

The Program Operations Manager of the School Meal Program under the direct supervision of the Field Coordinator Balochistan and technical Supervision of Country Program Coordinator is responsible for the strategic development, implementation, and oversight of the School Meal Program in Quetta. This includes ensuring program objectives are met in collaboration with SIF, WFP, and the Government of Pakistan, managing resources, and leading the program team.

The Program Operations Manager will support and supervise overall project operations, including managing daily kitchen activities to prepare and serve meals to 20,000 students across 65 schools, ensuring adherence to quality standards and procurement policies. Key responsibilities include overseeing food procurement, storage, and delivery, supervising kitchen staff, and addressing logistical challenges to ensure timely and effective meal distribution. The Program Operations Manager will also lead the implementation of WASH activities, maintaining hygiene facilities in schools, promoting clean environments, and collaborating with stakeholders to ensure sustainability. Additionally, they will supervise the program team, including officers for implementation, food safety, reporting, and WASH.

 3. Essential Job Function

Program Operations and Implementation (40%)

  • Develop and implement strategies to achieve program objectives within the specified timeframe and budget.
  • Oversee daily operations of the school meal program, ensuring meals meet nutrition standards, dietary restrictions, and student preferences.
  • Collaborate with school nutritionists, dietitians, and cafeteria staff to create meal plans that comply with regulatory guidelines and nutritional requirements.
  • Promote healthy eating and address diverse student needs through aligned food services.
  • Conduct regular monitoring visits to schools, coordinating with administrations to ensure effective meal delivery and assess SIF cleaning staff performance.
  • Provide orientations and training to staff and stakeholders on program objectives and procedures.
  • Coordinate with logistics, finance, and HR teams to ensure timely resource allocation and program support.
  • Foster collaboration with diverse stakeholders, including government officials, school administrations, and community leaders.
  • Ensure compliance with local, state, and provincial regulations on food safety, sanitation, and nutritional standards.
  • Monitor and enforce food safety protocols, including storage, handling, and sanitation procedures.
  • Serve as the primary liaison with the Field Coordinator on program-related activities.
  • Facilitate effective communication and maintain strong relationships with key partners and stakeholders.
  • Coordinate field operations, including monitoring, evaluation, and reporting, to ensure quality and accountability.

Budget and Financial Management (20%)

  • Develop, manage, and monitor the program budget to ensure cost efficiency without compromising quality.
  • Regularly review spending and identify cost-saving opportunities.
  • Prepare financial reports detailing program expenses, including food, inventory, and supply chain costs.

Supply Chain Management (15%)

  • Oversee the entire food supply chain, from sourcing ingredients to inventory management and delivery coordination.
  • Supervise store staff in daily stock entries and guide supply chain staff on planning, organization, and operational efficiency.
  • Manage the fleet of delivery vehicles, ensuring maintenance, compliance with food safety standards, and cost optimization.
  • Plan and schedule transportation routes to ensure timely food deliveries while reducing costs.

Reporting (15%)

  • Report regularly to the Field Coordinator and Country Program Coordinator (CPC) on activities, progress, achievements, and challenges through daily, weekly, and monthly reports.
  • Document challenges, lessons learned, and best practices for future program improvements.

Facilitate information sharing among stakeholders to highlight successes and identify areas for improvement.

Human Resources (10%)

  • Manage and supervise program staff, including cooks, storekeepers, security personnel, meal packers, and distributors.
  • Oversee recruitment, evaluation, and deployment of staff to ensure optimal utilization and service delivery.
  • Anticipate and plan for human resource needs, addressing conflicts and fostering a positive work environment.
  • Ensure compliance with HR policies and guide program staff.

Position Type/ Working Hours: Full-time position with 48 working hours per week. Evening and weekend work may be required as job duties demand.
