The Technical Tender Specialist at Recruit AI plays a crucial role in managing the preparation and submission of technical bids for government and private sector tenders. This role involves thorough analysis of requests for proposals and quotations to assess feasibility, compliance, and qualification criteria. The specialist is responsible for organizing technical documentation, creating detailed and compliant technical bids focused on methodology and execution plans, and ensuring all tender requirements are met to achieve successful submissions. Although this position does not include team management, it requires proactive communication and coordination with internal departments and external partners to gather necessary information and streamline the tender process. This role requires at least two years of experience, ideally within government or public sector bidding, and familiarity with manpower outsourcing or general supply companies. The ideal candidate must be highly skilled in drafting and reviewing complex documents, possess strong analytical thinking to identify potential risks in tender documents, and demonstrate excellent time management to handle multiple overlapping deadlines efficiently. Proficiency in MS Word, Excel, and PDF editing tools is essential to managing the documentation and submission process effectively.
Responsibilities

  • Conduct detailed analysis of Requests for Proposals (RFP) and Requests for Quotations (RFQ) to understand scope, technical requirements, and legal obligations.
  • Evaluate the feasibility of tender submissions based on company capacity, resources, and operational readiness, flagging any risks or concerns to management.
  • Identify and verify the specific eligibility criteria, certifications, and qualifications necessary to participate in tenders.
  • Prepare and organize all required technical documentation, including company profiles, key personnel CVs, organizational charts, and past performance certificates.
  • Write and structure comprehensive technical bids, focusing on methodology, execution strategies, and mobilization plans while excluding financial aspects.
  • Ensure full compliance with tender instructions and specifications, completing all necessary compliance statements without deviation.
  • Coordinate internally with departments such as Operations, Human Resources, and Procurement to collect data, certifications, and supporting documents in a timely manner.
  • Liaise with external entities like subcontractors, partners, and banks to secure tender bonds and supporting letters when required.
  • Maintain and update a tender tracker to monitor progress, deadlines, and document completion, actively following up with team members to meet submission timelines.
  • Manage bids related to general supply items alongside manpower tenders to support broader company bidding activities.
  • Maintain a well-organized database of standard tender documentation, including templates and standardized CVs, to expedite the bid preparation process.
  • Apply strong attention to detail in proofreading, formatting, and assembling large, complex tender documents to ensure accuracy and professionalism.
  • Utilize technical tools such as MS Word, Excel, and PDF editors efficiently to enhance documentation quality and streamline tender submissions.
