The Relief & Disaster Risk Reduction (DRR) Coordinator shall provide overall technical, operational, and coordination leadership for the planning, implementation, monitoring, reporting, compliance, quality assurance, capacity building, and stakeholder coordination of relief, emergency response, disaster preparedness, disaster risk reduction, resilience-building, and recovery interventions implemented by the organization in Pakistan.
The position holder shall ensure that all relief and DRR interventions are designed and implemented in accordance with the organizations strategic priorities, donor commitments, approved project agreements, humanitarian principles, national and provincial disaster management frameworks, government requirements, and applicable organizational policies. The role shall support timely and principled humanitarian response while also strengthening community resilience and preparedness in disaster-prone and vulnerable areas of Pakistan.
The position shall function as a key technical and coordination focal point for emergency response, contingency planning, field implementation, government liaison, partner coordination, staff and partner capacity building, project monitoring, technical reporting, risk management, safeguarding, and audit-ready documentation.

A. Strategic Planning, Programme Design and Project Development
The Relief & DRR Coordinator shall:
1. Lead and support the design, planning, and technical development of relief, emergency response, disaster preparedness, DRR, early recovery, and resilience-building projects.
2. Develop detailed Project Implementation Plans (PIPs), Detailed Implementation Plans (DIPs), activity plans, procurement plans, distribution plans, contingency plans, and field-level operational plans.
3. Conduct or support rapid needs assessments, vulnerability assessments, hazard-risk assessments, damage assessments, baseline surveys, beneficiary verification exercises, and community consultations.
4. Analyze disaster trends, community vulnerabilities, seasonal risks, climate-related hazards, displacement patterns, and humanitarian needs to inform programme design and response planning.
5. Support the development of concept notes, proposals, technical narratives, budgets, budget narratives, logical frameworks, risk matrices, and donor submissions.
6. Ensure that DRR and relief interventions are aligned with:
o Organizational country strategy;
o Donor agreements and humanitarian priorities;
o National Disaster Management Authority (NDMA), Provincial Disaster Management Authorities (PDMAs), and District Disaster Management Authorities (DDMAs), where applicable;
o District administration requirements;
o Humanitarian standards and principles;
o Community-based disaster risk management approaches;
o Protection, gender, inclusion, disability, accountability, and safeguarding standards.
7. Develop preparedness and response plans for recurring emergencies in Pakistan, including floods, earthquakes, droughts, heatwaves, landslides, displacement, epidemics-related humanitarian impacts, and other natural or man-made crises.
8. Provide technical input to organizational emergency preparedness, contingency stock planning, pre-positioning of relief supplies, and rapid deployment arrangements.
B. Project Implementation and Field Operations
The position holder shall:
1. Lead and coordinate the timely implementation of relief and DRR project activities in accordance with approved work plans, budgets, donor requirements, and organizational procedures.
2. Ensure that emergency response and relief activities are implemented in a timely, transparent, accountable, and needs-based manner.
3. Oversee field-level implementation of:
o Emergency relief distributions;
o Food and non-food item assistance;
o Shelter and household relief support;
o Cash or voucher assistance, where approved;
o WASH-related emergency support;
o Community-based disaster preparedness;
o School/community safety planning;
o Early warning and evacuation planning;
o DRR awareness sessions and campaigns;
o Disaster management committees;
o First aid, search and rescue, evacuation and preparedness trainings;
o Early recovery and resilience activities.
4. Ensure that field offices and project teams are properly guided on activity standards, beneficiary selection criteria, community engagement requirements, and documentation procedures.
5. Coordinate with Finance, Procurement, Logistics, HR, MEAL, Administration, Communications, and Compliance functions for effective and timely project delivery.
6. Monitor project expenditure, resource utilization, procurement timelines, stock availability, distribution readiness, and operational risks in coordination with relevant support departments.
7. Identify implementation delays, operational bottlenecks, field-level risks, and compliance concerns and escalate them with proposed corrective measures.
8. Ensure field teams maintain strong community acceptance, proper beneficiary communication, and respectful engagement with local authorities, community leaders, and affected populations.
9. Ensure that emergency interventions do not create harm, duplication, exclusion, conflict, or reputational risk for the organization.
C. Disaster Risk Reduction, Preparedness and Resilience Building
The Relief & DRR Coordinator shall:
1. Lead community-based disaster risk reduction initiatives in targeted districts and disaster-prone areas.
2. Facilitate formation, strengthening, and technical support of community disaster management committees, school safety committees, village committees, volunteer groups, and local preparedness structures.
3. Support development and implementation of:
o Community Disaster Risk Management Plans;
o School Safety Plans;
o Village Disaster Preparedness Plans;
o Evacuation Plans;
o Contingency Plans;
o Early Warning Communication Plans;
o Risk and Resource Maps.
4. Conduct or support participatory risk assessments, hazard mapping, vulnerability mapping, resource mapping, and community resilience planning.
5. Promote integration of DRR into Health, Education, WASH, Livelihoods, Social Protection, and Emergency Response programming.
6. Strengthen local preparedness through mock drills, simulation exercises, awareness campaigns, emergency response training, and disaster preparedness sessions.
7. Ensure that DRR interventions are inclusive of women, children, persons with disabilities, elderly persons, marginalized communities, and vulnerable households.
8. Promote risk-informed development approaches and ensure DRR is integrated into project planning and implementation.
D. Monitoring, Evaluation, Accountability and Learning (MEAL)
The position holder shall:
1. Work closely with MEAL teams to develop monitoring frameworks, indicator tracking tools, assessment forms, distribution monitoring tools, post-distribution monitoring tools, and field verification checklists.
2. Ensure that all relief and DRR project indicators, outputs, outcomes, and deliverables are tracked regularly.
3. Conduct regular field monitoring visits and spot checks to verify project progress, quality, beneficiary reach, distribution procedures, and compliance with approved standards.
4. Ensure that project documentation, beneficiary data, attendance records, distribution lists, assessment forms, monitoring reports, photographs, GPS records where applicable, and Means of Verification (MoVs) are complete and audit-ready.
5. Analyze monitoring findings and recommend corrective actions to improve programme quality and accountability.
6. Support post-distribution monitoring, satisfaction surveys, feedback collection, complaint handling, and learning reviews.
7. Ensure accountability to affected populations by promoting transparent communication, informed consent, accessible complaint mechanisms, and timely response to community feedback.
8. Facilitate internal project reviews, after-action reviews, lessons learned sessions, and emergency response debriefings.
9. Ensure that lessons learned from disasters and field implementation are documented and used for future planning, preparedness, and response improvement.
E. Technical Reporting, Documentation and Information Management
The Relief & DRR Coordinator shall:
1. Prepare timely, accurate, evidence-based, and high-quality:
o Weekly progress reports;
o Monthly progress reports;
o Quarterly reports;
o Emergency situation reports;
o Donor narrative reports;
o Technical assessment reports;
o Distribution reports;
o Monitoring reports;
o Case studies;
o Success stories;
o Lessons learned reports;

2. Consolidate field reports from project staff, field offices, partners, and volunteers.
3. Ensure that reports clearly present achievements, challenges, risks, corrective actions, beneficiary reach, implementation status, financial linkage, and evidence of impact.
4. Maintain complete project files, both digital and physical, including:
o Approved proposals;
o Budgets;

F. Government Coordination and External Representation Pakistan Context
The position holder shall:
1. Establish and maintain strong working relationships with relevant government authorities, including where applicable:
o NDMA;
o PDMAs;
o DDMAs;
o District Administration;
o Social Welfare Departments;
o Local Government Departments;
o Education Departments;
o Health Departments;
o Relief Departments;
o Police/Security Authorities;
o Relevant line departments at provincial and district levels.
2. Ensure timely follow-up and compliance with government requirements, NOCs, permissions, reporting obligations, approvals, and coordination protocols applicable to relief and DRR interventions.
3. Represent the organization in coordination meetings, working groups, cluster/sector meetings, district forums, donor briefings, and inter-agency coordination platforms, as delegated.
4. Maintain effective liaison with UN agencies, INGOs, NGOs, civil society organizations, community-based organizations, private sector actors, and local service providers.
5. Coordinate with district administrations during emergency assessments, beneficiary verification, distributions, field visits, and handover ceremonies.
6. Ensure that the organizations humanitarian response is coordinated with government and sector actors to avoid duplication, gaps, reputational risk, and non-compliance.
7. Promote positive organizational visibility, neutrality, professionalism, and accountability in all external engagements.
G. Partner Management and Capacity Building
The Relief & DRR Coordinator shall:
1. Support identification, assessment, onboarding, coordination, and technical supervision of implementing partners, where applicable.
2. Conduct partner capacity assessments and support development of capacity strengthening plans.
3. Provide technical guidance to partner organizations on relief delivery, DRR programming, beneficiary selection, distribution protocols, safeguarding, accountability, reporting, and compliance.
4. Design and facilitate trainings for:
o Field staff;
o Partner staff;
o Volunteers;
o Community committees;
o Local government representatives;
o School-based disaster committees;

The Relief & DRR Coordinator shall:

7. Ensure that relief assistance is delivered based on need, vulnerability, impartiality, and approved criteria.
8. Promote a culture of accountability, integrity, zero tolerance for abuse, and responsible use of organizational resources.
I. Field Office Realities and Operational Management Pakistan Context
The position holder shall:
1. Provide operational support and guidance to field offices during emergency preparedness, immediate response, recovery, and DRR implementation.
2. Ensure field teams operate in accordance with approved work plans, security protocols, government permissions, cultural sensitivities, and local access realities.
3. Support field-level decision-making in remote, disaster-prone, flood-affected, conflict-sensitive, or hard-to-reach areas.
4. Coordinate movement plans, field visit plans, distribution arrangements, and emergency deployment requirements with relevant operations staff.
5. Ensure effective communication between Country Office, field offices, partners, government authorities, communities, and support departments.
6. Guide field teams on community engagement, local conflict sensitivity, gender-sensitive access, inclusion, and safe programming.
7. Monitor security, accessibility, weather, road conditions, and contextual risks affecting project delivery.
8. Escalate field-level risks and recommend mitigation actions to senior management.
9. Ensure proper handover, sustainability planning, and closure documentation at the end of each project or intervention.
J. Team Management and Performance
The Relief & DRR Coordinator shall:
1. Lead, supervise, mentor, and support DRR, relief, emergency response, field, and partner-facing staff under the roles supervision.
2. Develop individual work plans, deliverables, performance objectives, and field schedules.
3. Conduct regular team meetings to review progress, challenges, priorities, and action points.
4. Provide performance feedback, coaching, and technical guidance to staff.
5. Support recruitment, onboarding, orientation, and training of project staff and volunteers.
6. Ensure team members understand organizational policies, safeguarding requirements, donor commitments, and project implementation standards.
7. Promote teamwork, discipline, professionalism, respect, accountability, and results-based performance.
8. Ensure staff safety and wellbeing are considered during emergency deployments and field activities.
K. Resource Management, Procurement and Logistics Coordination
The position holder shall:
1. Coordinate with Procurement and Logistics teams to ensure timely availability of relief items, emergency supplies, training materials, visibility items, equipment, and field resources.
2. Support preparation of procurement requests, technical specifications, distribution plans, delivery schedules, and supply plans.
3. Ensure relief items and DRR supplies meet quality standards and approved specifications.
4. Coordinate with warehouse and logistics teams for transport, storage, stock tracking, dispatch, and distribution documentation.
5. Monitor utilization of project assets, emergency stocks, community kits, and field equipment.
6. Ensure that procurement and distribution processes are transparent, documented, and compliant with donor and organizational procedures.

Professional certification are desirable e.g.

At least 07 years of relevant experience in Relief & DRR programme management with INGOs/UN/donor-funded projects
At least 4 years experience at Coordinator level in Relief-DRR programming.
Proven technical knowledge and capacity to lead implementation of project activities.
Experience leading Relief-DRR program/project implementation in a complex setting involving multiple stakeholders.
Proven experience in:
