Job Summary:

The Project Officer will be based in any of the project districts in the field as per the project needs for the implementation of WASH-related activities. The project officer will move back and forth traveling in between the project districts will be a regular aspect.

The position holder is required to be mobile as S/he would be required to visit all targeted districts in Baluchistan. This position reports to the project lead. A team of community mobilizers in districts will be reporting to this position.

The position holder will support the project lead in the management of the project cycle and in close coordination with the engineers, this will manage the community mobilization team for community support for project planning and implementations. The position is required to implement project activities to ensure that all project interventions are relevant, efficient, and meet desired goal and objectives.

Responsibilities:

  1. To supervise/ lead the social mobilization team and day-to-day project activities.
  2. Responsible for planning & implementation of activities as per DIP and budget allocation.
  3. Coordination with Admin & Log department for timely arrangement of logistics for the execution of activities.
  4. Regular field visits (70%-time utilization in the field) in the districts to facilitate activities, monitor that the activities are achieving objectives and ensure proper documentation at the field level.
  5. Close Coordination with other Program departments (Sanitation Marketing Specialist, DRR Officer, PSEA, M&E & Operations for effective implementation of activities.
  6. To initiate actions, access and identify the needs and assist in promoting the behavior Change Communication Campaign (BCC Campaign).
  7. Ensure all established criteria are followed for soft activities, distribution, and hardware activities i.e. selection of villages, CRPs, VWCs, Distribution of CIGs, Dignity Kits, other sanitation material and provision of WASH facilities in institutes. 
  8. Responsible for managing data of the concerned zone (soft and hard) and whenever needed to share with the PM, M&E or donor.
  9. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to promote community participation.
  10. To enhance community participation in general body meetings including women children, the disabled and the poorest of the poor.
  11. Institutional building at the root level (training/ capacity building)
  12. Support the Social Mobilization team in developing a detailed implementation plan for social mobilization and implementation.
  13. To operate within organizational policies and practices.
  14. Being a lead of the SMU team, take ownership of each activity (soft & hard) at the district.
  15. Assist the Project Manager in preparing reports and other data.
  16. To design and conduct capacity-building training for field staff and beneficiaries.
  17. Develop linkages/ coordination with District Administration, relevant Government departments, and national and international organizations at the district level.  
  18. Keep the relevant Govt. departments onboard prior/ during the implementation, acquiring NOCs and endorsement after completion of project interventions.
  19. Represent/ attend monthly progress review cluster/ coordination meetings at the district level.
  20. Identify and develop the initial draft of case studies, and human interest stories and share with the M&E department & Project Manager. 
  21. Develop, compile, and regularly update the social mobilization database at the district level.
  22. Attend weekly/ monthly & Quarterly review meetings for sharing progress and lessons learned.
  23. Any other task assigned by the Project Manager related to job and project.

Job Requirements:

a.     Education

Master’s in social sciences, sociology, anthropology, rural development studies/management or in any other relevant discipline

b.     Relevant experience

A clear understanding of WASH and contemporary approaches, Responding to Emergencies and social mobilization in fragile contexts

c.      Computer knowledge

Strong communication and computer skills including working in Office packages.

Good Communication Skills with 4 to 5 years experience in a similar capacity.

Courteous, Reliable, Responsible, Integrity, Punctuality, Trustworthy, & Hardworking.

c.      Technical skills

Have strong training & facilitation skills & problem-solving skills.
