The Finance Officer is responsible for supporting the financial accounting, reporting, compliance, payments, reconciliations, budgeting, and documentation functions of Qatar Charity Pakistan.
The role ensures that all financial transactions are recorded accurately, completely, and on a timely basis in accordance with Qatar Charity financial policies, donor requirements, local statutory obligations, and applicable IFRS principles.
The Finance Officer will also support the preparation of financial statements, management reports, donor financial reports, audit schedules, and internal control processes to ensure transparent and accountable financial management.
A. Accounting and Financial Recording
Record financial transactions in the ERP accounting system in accordance with approved chart of accounts, project codes, donor codes, and cost centers.
Ensure accounting entries are accurate, complete, properly supported, and recorded in the correct accounting period.
Maintain books of account in line with applicable IFRS principles and organizational accounting policies.
Support monthly, quarterly, and annual financial closing processes.
Prepare journal vouchers, payment vouchers, receipt vouchers, accrual entries, adjustment entries, and reclassification entries.
Ensure proper recognition of assets, liabilities, income, grants, donations, expenses, advances, and payables.
Assist in ensuring consistency of financial presentation and disclosure in line with IFRS reporting principles.
B. Payments & Bank Management
Process payments to vendors, suppliers, consultants, staff, partners, and beneficiaries after proper review and approval.
Ensure all payments are made in accordance with approved budgets, procurement procedures, and delegation of authority.
Prepare bank transfer documents, cheques, and online payment requests.
Conduct monthly bank reconciliations and follow up on outstanding items.
Maintain petty cash, if assigned, and ensure timely replenishment and reconciliation.
C. Budget Monitoring & Project Finance
Support the Finance Manager in preparing project and operational budgets.
Monitor project expenditures against approved budgets.
Identify budget variances and report them to the Finance Manager and program teams.
Assist project staff in understanding budget lines, eligible costs, and financial procedures.
Ensure that expenses are charged to the correct project, donor, budget line, and cost center.
Support budget revisions and forecasts as required.
D. Donor & Management Reporting
Prepare periodic financial reports for projects, donors, and internal management.
Ensure donor reports are accurate, complete, and submitted on time.
Assist in preparing fund utilization reports, budget vs. actual reports, and expenditure statements.
Coordinate with program teams to verify financial data before submission.
Maintain financial records in line with donor audit and reporting requirements.
E. Compliance & Internal Controls
Ensure compliance with Qatar Charity financial policies, procurement procedures, and internal control systems.
Review supporting documents to confirm accuracy, authorization, and compliance.
Ensure compliance with applicable tax laws, withholding tax requirements, and other statutory obligations in Pakistan.
Support the implementation of anti-fraud, anti-corruption, and risk management procedures.
Report any irregularities, missing documentation, or compliance concerns to the supervisor.
Ensure all payments strictly comply with the Federal Board of Revenue (FBR) laws and provincial revenue authorities (e.g., SRB, PRA).
Calculate, withhold, and deposit relevant income tax and sales tax on services from vendor invoices, generating necessary tax withholding certificates.
F. Procurement & Grants Support
Review procurement documents from a financial compliance perspective and applicable policies.
Verify purchase requests, quotations, comparative statements, purchase orders, contracts, goods received notes, and invoices.
Ensure payments to vendors are aligned with approved procurement procedures.
Support partner or sub-grantee financial reviews, if applicable.
Assist in partner financial capacity assessments and liquidation of partner advances.
G. Payroll & Staff Advances
Support payroll preparation by verifying attendance, deductions, benefits, and statutory payments.
Maintain records of staff advances, travel advances, and settlements.
Review travel claims, per diem payments, and expense reimbursements.
Ensure timely recovery or adjustment of outstanding advances.
H. Audit Support
Assist in internal and external audits.
Prepare audit schedules, supporting documents, and reconciliations.
Respond to audit queries in coordination with the Finance Manager.
Support implementation of audit recommendations.
Ensure audit files are organized and accessible.
I. Asset & Inventory Financial Controls
Support the maintenance of fixed asset records from a finance perspective.
Verify asset purchase documentation and coding.
Participate in periodic physical verification of assets and inventory.
Ensure depreciation, asset tagging, and disposal records are properly maintained where applicable.
J. Code of Conduct and Safeguarding

Job Requirements
Education:
Bachelors degree in finance, Accounting, Commerce, Business Administration, or a related field.
Desirable:
Professional certification such as ACCA, CA Inter, CMA, CPA, or MBA Finance will be an advantage.
Training in donor-funded financial management.
Experience:
Essential:
Minimum 3 to 5 years of relevant finance/accounting experience.
Prior experience with an INGO, NGO, humanitarian organization, donor-funded project, development sector organization or INGO Audit is preferred.
Experience in project accounting, donor reporting, procurement compliance, and audit preparation is desirable.
Knowledge of Pakistan tax regulations, withholding tax, and statutory compliance will be an advantage.
Desirable:
Experience supporting finance activities in remote management environments.
Experience in humanitarian emergency responses.
Experience with ERP or electronic financial systems.
