Job Summary:

Field Engineer/Development Project Officer would be expected to provide support to Qatar Charity’s (QC) Project in accordance with Organizational guidelines and donor requirements. He will be responsible to work with communities through QC’s social mobilization unit (SMU) and design local projects in accordance with Organizational vision, mission and objectives. Following this, he is to follow Organization systems and procedures in technical issues; mainly related to organizational development. This position is expected to assume overall responsibility of civil works, Community Investment Grant, Sanitation materials in the communities. The position is required to ensure that all the construction activities according to the standard specifications and in line with the desired project objectives.  

Job Responsibilities:

Technical 

  • Responsible for the preparation of BOQs, drawings & cost estimates of infrastructure projects.
  • Carry out (participate) in technical feasibility assessments at field level for WASH and other Community Physical Infrastructure projects in program area
  • Conduct the WASH & other Community Physical Infrastructure relevant assessments and submit proper assessment report/s.
  • Contribute to the identification of the beneficiaries for WASH and other Community Physical Infrastructure in the communities and camps in line with the Qatar Charity’s beneficiary selection policy.
  • Provide technical inputs during the acceptance of incoming civil work supplies and materials.
  • Provide technical support to the contractors/communities in installation of water safety points, handpumps, solar pumps, latrines and other Community Physical Infrastructure, building/house construction projects.
  • Essentially following the approved design specifications as provided or providing technical inputs to the Country Office on the same, given the field realities.

Management

  • Contribute to proper Need Assessment/technical feasibility within the first week of the project initiation in the project area. Enlist the areas where WASH and other Community Physical Infrastructure projects are needed.
  • Maintaining good relations with the communities, notables, and local contact persons to involve them in project activities and seek their support as and when required.
  • Keeping a track of the daily physical progress of project/s implementation. Alerting the line management of deviations while recommending means to appropriately bring on-track.
  • Establish strong liaison & linkages with PHED, LG&CDD, DDMA, District Administration, District Health Office, District Education Office, and other stakeholders in the project location.
  • Contribute to the detailing of the civil work activities in the Project Implementation Plan (PIP).

Compliance and feedback

  • Ensure work complete as per work plan and schedules.
  • Ensure the quality of construction work as per standard designed as per drawing & design.
  • Ensure safety procedures and rules are respected in the field by all workers.
  • Monitor the contractor's work including the work plans and quality of work if needed.
  • Ensure proper record keeping of measurement/MB etc concerning to construction

Team Management and performance

  • Ensuring field presence to implement quality and quantity control measures during the project execution.
  • Resolve the conflicts on construction site.
  • Support to SM team assessment/feasibilities and technical surveys.
  • Support SM team in all distribution and other related projects

Reporting

  • To ensure self-safety and security by observing the security protocols of the country office and the donor.
  • Hand over the WASH & other Community Physical Infrastructure projects to community-based organizations or committees.
  • Prepare regular reports (Narrative and Pictures, Videos) on the progress of construction for the assigned sites and share with the Field Coordinator on regular basis to ensure quality aspect.
  • Proper record keeping (hard and soft)

Job Requirements:

Education

  • BSc / B - Tech Hons (Civil Engineering)

Relevant experience

  • Minimum 5 years’ work experience in WASH, infrastructure, hardware projects.
  • Preference will be given to have experience in construction and WASH Projects in the development sector.

Computer knowledge

  • Skills in BOQ, Monitoring, AUTOCAD, 3 D studio Max, instrument drawing, analytical skills, MS Office

Skills and Personality:
