The Data & Reporting Officer is responsible for establishing, maintaining, and strengthening project-level data management, information management, reporting, knowledge management, and evidence-generation systems across Health, Education, Relief, Emergency Response, Disaster Risk Reduction (DRR), Recovery, and Resilience programs.
The position serves as the focal point for data collection, validation, analysis, visualization, reporting, information management, donor reporting support, program performance tracking, and evidence-based decision-making.
The role ensures that project data is timely, accurate, reliable, verifiable, secure, and fully compliant with organizational policies, donor requirements, government reporting obligations, safeguarding standards, and audit requirements.
The position supports project teams by converting data into actionable information, management dashboards, analytical products, reports, lessons learned, and program intelligence to strengthen program quality, accountability, compliance, and donor confidence.

The position may be based at any assigned field office/project location within SINDH with frequent travel to project districts, disaster-prone areas, emergency response locations, and government coordination forums.

This recruitment aims to establish an Emergency/Humanitarian Response Roster. Candidates who meet the eligibility and position requirements will be considered for inclusion in roster for future opportunities, subject to organizational needs and funding availability. Inclusion in the roster does not guarantee employment.

Responsibilities

A. Data Management and Information Systems
The Data & Reporting Officer shall:
1. Develop and maintain project-level data management systems.
2. Establish centralized databases for project information.
3. Maintain project Management Information Systems (MIS).
4. Develop standardized data collection formats and templates.
5. Ensure systematic storage of all project data.
6. Maintain electronic and physical records.
7. Develop and maintain:
o Beneficiary databases
o Training databases
o Distribution databases
o Assessment databases
o Health service databases
o Education databases
o DRR and emergency response databases
8. Ensure data integrity and confidentiality.
9. Regularly back up project data.
10. Ensure compliance with organizational data protection requirements.

B. Data Collection, Verification and Quality Assurance
The position holder shall:
1. Support design and implementation of data collection systems.
2. Coordinate data collection from all field locations.
3. Review data received from:
o Project staff
o Social organizers
o Health staff
o Education teams
o Community volunteers
o Partner organizations
4. Conduct regular data validation exercises.
5. Identify inconsistencies, duplication, missing records, and anomalies.
6. Implement data quality assurance procedures.
7. Verify beneficiary records and activity documentation.
8. Develop validation protocols.
9. Conduct random verification checks and spot checks.
10. Support MEAL teams in field verification exercises.

Thematic Based responsibilities:
C. Health Programme Data and Reporting
The Data & Reporting Officer shall:
1. Track Health project indicators and targets.
2. Consolidate data related to:

D. Education Programme Data and Reporting
The position holder shall:
1. Track education indicators and project performance.

3. Analyze participation trends.
4. Develop education performance reports.

E. Relief and DRR Data and Reporting
The Data & Reporting Officer shall:
1. Support rapid needs assessments.
2. Consolidate disaster-related field data.
3. Track emergency response indicators.
4. Maintain beneficiary databases for:
o Emergency distributions
o Shelter support
o Cash assistance
o NFI distributions
o DRR activities
5. Support post-distribution monitoring information systems.
6. Produce relief operation dashboards.
7. Maintain emergency response dashboards.

F. Data Analysis and Program Intelligence
