As part of the finance department and under the direct supervision of the Finance Manager, the incumbent of the post would be expected to provide financial support to QC Program in accordance with QC guidelines. Following this, s/he is to follow QC systems and procedures in financial issues; maintain all files relating to finance; develop/maintain service agreements with vendors and service providers; design and implement policies and procedures relating to organizational development.
2. Job Responsibilities:
a. Technical:
- Accurate and timely cash disbursements, cash receipts, on a daily basis to ensure proper accounts distribution and adhering to QC’s accounting policies and procedures vis-à-vis GAAP following Fund Accounting system.
- Review all financial entries for accuracy and compliance.
- Perform reconciliation of all sub-ledgers.
- Perform monthly intra-organization reconciliation.
- Ensure monthly preparation of bank reconciliations.
- Supervise deduction of withholding taxes.
- Payroll and computation of gratuity and other staff benefits and tracking.
- Ensure that expenses are timely and appropriately charged to respective Fund Codes.
- Ensure that donor’s audit requirements are met as per contract.
- Ensure that field office advances are liquidated well ahead of contract closing and expenses are included in donor reports on time.
- Assistance in monthly financial books closing.
- Manage all bank and cash payments.
- Record and monitor all bank and cash transactions in Excel based cashbook.
- Prepare cash flow projections and bank top-up requests.
- Manage all offices financial record.
- Perform other tasks and fulfill assignments when and as assigned by Line Manager or the Senior Management.
b. Management:
- Oversee the effective running of the financial procedures all field offices, including Procurement, Logistics and communications, safety and security of office premises etc
- Assist in accounts payable and accounts receivable functions to ensure that payments and receipts are processed accurately and on time.
- Assist the development and implementation of the organization's internal audit program.
- Support in maintaining relationships with banks and other financial institutions to ensure that the organization has access to the best possible financial products and services.
- Ensure that the organization complies with all statutory requirements including Corporation Tax as per Government Tax Law.
c. Compliance and Feedback:
- Maintain all financial systems for the office and ensure full compliance with QC financial Procedures.
- Ensure that no unallowable/ineligible costs are charged to any donor.
- Oversee financial system are with in line with QC Financial guidelines
- Assist to implement financial policies and procedures that comply with all relevant laws and regulations.
- Prepare financial reports and ensure compliance with donors’ requirements.
- Ensure compliance with banking regulations and best practices.
- Ensure compliance with relevant laws and regulations governing the management of fixed assets.
d. Team Management and Performance:
- Provide guidance and training to programme staff on financial and accounting issues.
- Provide training and support to new staff members on financial matters to ensure that they have the necessary skills and knowledge to manage their budgets effectively.
- Implement strategies for optimizing the organization's asset base, including identifying opportunities for cost savings.
e. Reporting:
- Assistance in internal reporting.
- Assist the Finance Manager in the organization's budgeting process, including development and tracking of budgets for all departments and programs.
- Maintain accurate and up-to-date records of all fixed assets, including location, condition, and value.
- Work in the production of the Annual Review and statutory Accounts.
3. Job Requirements:
a. Education:
- Master in Business Administration (Finance), CA/or equal education in a related discipline.
b. Relevant experience:
- At least 5 years’ accounting experience with three years in similar capacity.
- Familiarity with tax and applicable Government laws and good practices.
c. Computer knowledge:
- Understanding of financial software and tools/systems.
- Must be proficient in MS office and other MIS related software and tools.
d. Skills and Personality:
a. Communication skills:
- Excellent Communication skills in English, Urdu preferably with working knowledge of Arabic.
- Must have excellent communication and interpersonal skills.
- Persuasive written and verbal communication skills.
- Experience of negotiating and monitoring contracts for outsourced services relating to audit, IT, office equipment, legal advice and other services.
b. Personality description:
- Able to maintain strict confidentiality in performing official duties.
- Ability to maintain personal and professional development to meet the changing demands of the job,
- Good team player.
- Well-developed ability to apply appropriate judgment and an innovative and analytical approach to problem solving.
c. Technical skills:
- Knowledge of tax deduction upon salaries, services etc as per Government tax law.
- The ability to meet tight deadlines, achieve results and work with minimal day to day supervision.
- Experience of preparing accurate budgets and cash flows.
- Ability to manage multiple priorities and demands from a number of different sources (internal and external).
- Willingness to undertake travelling around the country.
