The Assistant Manager, Business Development (Private Sector) occupies a pivotal role at the intersection of institutional strategy and private sector engagement. The incumbent will be responsible for systematically identifying, cultivating, and converting private sector funding opportunities into durable strategic partnerships that advance PSDFs skills development mandate across Pakistan. Drawing on a sophisticated understanding of corporate philanthropy, CSR frameworks, and co-investment mechanisms, the role holder will construct and steward a high-quality partnership pipeline that generates sustainable revenue streams in alignment with PSDFs institutional priorities.


Responsibilities
  • Contribute to designing and implementing PSDFs Private Sector Philanthropy Strategy by conducting comprehensive stakeholder mapping and prioritizing engagement opportunities based on thorough market research.
  • Serve as the main interface between PSDF and private sector organizations philanthropy and CSR teams to ensure aligned communication and coordination of collaborative initiatives.
  • Lead the partnership lifecycle, including initial engagement, negotiation, and finalization of agreements with corporate partners to foster durable collaborations.
  • Develop customized value propositions and co-investment arrangements that connect PSDFs training outcomes with partners CSR goals and workforce development priorities.
  • Maintain a structured and updated pipeline of prospective private sector partners, monitoring engagement stages, conversion rates, and revenue forecasts using appropriate CRM tools.
  • Build and deepen relationships with foundations, philanthropic entities, and sector networks to expand PSDFs reach and unlock new collaborative opportunities.
  • Produce forward-looking intelligence reports, partner assessments, and operational insights that support evidence-based strategic decision-making.
  • Create compelling presentations, investment proposals, and impact reports tailored to corporate stakeholders priorities and communication styles.
  • Develop and present monthly pipeline reports, quarterly performance reviews, and annual business development plans to senior leadership, ensuring alignment with organizational objectives and budget guidelines.
  • Exhibit adaptive responsiveness by anticipating stakeholder needs and responding promptly, maintaining institutional momentum without compromising processes.
  • Demonstrate constructive ambition by challenging conventional approaches, proposing innovative solutions, and accepting calculated risks while upholding professional judgment.
  • Operate with strong ownership and mutual accountability, fostering a culture of confidence and shared responsibility among colleagues and partners.

Punjab Skills Development Fund

Punjab Skills Development Fund (PSDF) is a not-for-profit company set up under the Companies Ordinance 1984 by the Government of the Punjab in collaboration with Department for International Development UK. Established in 2010, it is a GBP 50 million training fund set up with the objective of financing 135,000 individuals by stimulating a market for training services. PSDF aims to provide quality skills and vocational training opportunities to the poor and vulnerable populations of all the 36 districts of Punjab in order to improve livelihood prospects for them. PSDF initiated its operations for the residents of four districts of southern Punjab i.e Bahawalpur, Bahawalnagar, Muzaffargarh and Lodhran. In 2016, PSDF’s geographical coverage expanded to all the districts of Punjab: Attock, Bahawalnagar, Bahawalpur, Bhakkar, Chakwal, Chiniot, Dera Ghazi Khan, Faisalabad, Gujranwala, Gujrat, Hafizabad, Jhang, Jhelum, Kasur, Khanewal, Khushab, Lahore, Layyah, Lodhran, Mandi Bahauddin, Mianwali, Multan, Muzaffargarh, Narowal, Nankana Sahib, Okara, Pakpattan, Rahim Yar Khan, Rajanpur, Rawalpindi, Sahiwal, Sargodha, Sheikhupura, Sialkot, Toba Tek Singh and Vehari. In these 36 districts, PSDF is pursuing its skills promotion efforts to achieve inclusive growth by focusing on employment intensive productive sectors. The Fund is providing resources to help private sector enterprises and partnerships develop and offer high quality vocational training courses. Through its multiple interventions, PSDF is also focusing on establishing a training market which responds to the training needs of individuals and various industrial sectors. Our funding and monitoring structures ensure responsiveness and quality of trainings from the private, public and not-for-profit training providers. It is important, however, to realize that PSDF is a funding body and not a planning or implementing agency. It aims to encourage efficient use of existing capital investments and assets to promote skills development through partnerships and innovative delivery methods.
