We are seeking an experienced HR Manager with 10–15 years of relevant experience in the civil construction industry. The candidate will be responsible for managing end-to-end human resource functions, with a strong focus on the recruitment, selection, deployment, retention and development of technical and management staff for road, building and infrastructure projects.
The ideal candidate should have extensive experience in recruiting construction professionals across all organizational levels, from fresh engineers and site supervisors to Project Managers, DPMs, DGMs and senior management. Construction-sector recruitment commonly requires close coordination with project, planning, QS, procurement and site teams.
Responsibilities1. Recruitment & Talent Acquisition
- Lead the complete recruitment cycle from manpower requisition to onboarding.
- Develop and maintain a strong database of qualified construction professionals.
- Recruit personnel for road, building, infrastructure and civil construction projects.
- Conduct CV screening, interviews, reference checks and candidate assessments.
- Develop effective recruitment channels through job portals, professional networks, universities, consultants and industry contacts.
- Maintain a talent pool for urgent and upcoming project requirements.
2. Technical & Project Staff Recruitment
The HR Manager will be responsible for recruitment at all levels, including:

3. Manpower Planning
- Coordinate with Project Management and Department Heads to identify current and future manpower requirements.
- Prepare manpower plans for new and ongoing projects.
- Assess manpower requirements according to project schedules, workload and mobilization plans.
- Ensure timely deployment of personnel at project sites.
- Monitor manpower availability and turnover across projects.
4. HR Operations
- Manage employee onboarding, transfers, promotions and separations.
- Maintain accurate employee records and HR databases.
- Manage attendance, leave, employee documentation and HR reporting.
- Develop and implement HR policies, procedures and organizational practices.
- Handle employee grievances, disciplinary matters and workplace issues.
- Coordinate performance appraisal and employee evaluation processes.
5. Employee Development & Retention
- Identify training and development requirements for employees.
- Develop career progression and succession plans for key positions.
- Support management in retaining high-performing technical and management personnel.
- Conduct employee engagement initiatives and address workplace concerns.
6. Coordination with Project Teams
- Maintain continuous coordination with Project Managers, Construction Managers, Site Engineers and Department Heads regarding manpower requirements.
- Understand project-specific technical requirements before initiating recruitment.
- Ensure candidates possess the required technical qualifications, project experience and site exposure.
- Support management in building competent project teams.
7. HR Compliance & Reporting
- Ensure compliance with applicable labour and employment requirements.
- Maintain confidential personnel records and employment documentation.
- Prepare periodic HR reports covering recruitment, manpower strength, turnover, vacancies and employee status.
- Establish recruitment KPIs and monitor hiring performance.
