Main Responsibilities:

  • The Consultant would be required to perform the following tasks: 
  • Identify use cases and integration points between various systems in the air cargo value chain and produce comprehensive integration documents.  
  • Support and coordinate the implementation of API integrations with various external stakeholders such as airlines, freight forwarders and logistics providers as well as internal applications using industry standards and messaging protocols.  
  • Design the architecture and integration patterns for handling multiple types of data exchanges and system connections including provisions for application performance, security and scalability.  
  • Manage automated data exchanges for file retrievals and submissions.  
  • Plan and execute integration test plans and deployment strategy.  
  • Knowledge building of the ACS Project Team of PSW.  
  • Strategize, define and execute a detailed plan of the above deliverables as mutually agreed with the ACS Project Team. 

Qualifications, Experience and Skills:

  • Consultant must have a relevant 16 years of education degree from a recognized university preferably in Computer Science, Information Technology, IT Management or equivalent. 
  • Minimum 8 years of relevant post-graduate professional experience in the implementation of Airport Community Systems/integration of air cargo handling stakeholders. 
  • Proficient in various programming languages including C#, C++, Python, and SQL. 
  • Expertise in data integration tools, data mapping and testing tools. 
  • Familiarity with API design and development, ETL tools, data harmonization and data warehousing technologies. 
  • Experience in designing the Integration Architecture and Technical Landscape for electronic data exchange and messaging.  
  • Sound knowledge of API Design concepts (Open Specifications), API Security, Management, Life Cycle, guaranteed message delivery and service recovery.  
  • Experience in designing integration services with a strong emphasis on SOA, reusable components, security, and enterprise application integration.  
  • Experience of working with a range of stakeholders, diverse technology landscapes and multi-system environments in the public sector. 
  • Previous experience of working on IT development and integration in a Single Window environment will be considered an asset. 
  • Consultants must have strong written and verbal skills in English. 
  • Ability to meet tight deadlines.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business.
