Main Responsibilities:

  • Identify business needs across the air cargo value chain and evaluate air logistics procedures and systems. 
  • Develop detailed business requirement specifications for all stakeholders as per PSW guidelines to define requirement specifications technically.  
  • Facilitate ACS team in defining user journeys and preparation of detailed software requirements specifications. 
  • Ensure incorporation of international best practices in the ACS design.  
  • Perform gap analysis and review technical documentation.  
  • Ensure adoption of the latest industry trends, regulations, and global standards.  
  • Conduct research and analysis to support the development of the airport community system in Pakistan. 
  • Knowledge building of the ACS Project Team of PSW. 

Qualifications, Experience and Skills:

  • The consultant must have a relevant 16 years of education degree from a recognized university preferably in Computer Science, Information Technology, IT Management or equivalent. 
  • Minimum 8 years of relevant post-graduate professional experience in the implementation of Airport Community Systems/automation of air cargo handling and clearance processes. 
  • Demonstrable working experience with a customs administration preferably in air freight units/customs formations for handling of international air cargo including express mail shipments/immediate release items. 
  • Experience supporting regulatory and/or legislative reform relevant to the implementation of the ACS. 
  • Familiarity with the international trade environment and global best practices in the movement of commercial air cargo. 
  • Experience of working with complex, multi-system environments in the public sector. 
  • Previous experience of working on IT development and integration in a Single Window environment will be considered an asset. 
  • Consultant must have a relevant 16 years of education degree from a recognized university preferably in Computer Science, Information Technology, IT Management or equivalent. 
  • Consultants must have strong written and verbal skills in English. 
  • Ability to meet tight deadlines.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business.
