• Plan, manage, and supervise all activities related to IRMS operations, maintenance, and upgradation.
  • Effectively coordinate, collaborate, and communicate with all stakeholders for smooth, efficient and result oriented IRMS operations.
  • Work with subject matter experts to identify potential risks across various trade aspects, including customs fraud, security threats, regulatory compliances, trade finance irregularities, and data privacy concerns.
  • Analyze market intelligence communicated by stakeholders, internal and external data to assess the likelihood and impact of identified risks.
  • Develop and implement risk scoring models to prioritize and categorize risks effectively; and align the same with the criterion approved by the PSW Governing Council.
  • Propose and implement effective risk mitigation strategies, including enhanced data analysis, technological innovation, targeted inspections, regulatory collaboration, and awareness campaigns.
  • Develop and maintain standard operating procedures (SOPs) for all activities.
  • Collaborate with internal and external stakeholders to ensure coordinated and effective risk management practices.
  • Provide input and feedback on the continuous development and improvement of the IRMS functionalities.
  • Identify opportunities for integrating new technologies and data sources to enhance risk detection and mitigation capabilities.
  • Monitor system performance and report on key risk metrics to senior management.
  • Responsible for continuously evaluating the effectiveness of the IRMS in identifying and mitigating risks. This includes analyzing trends and patterns in identified risks, system performance data, and feedback from stakeholders.
  • Prepare timebound plans for efficient implementation of all approved tasks.
  • Identify areas for improvement in the IRMS, such as enhancing risk detection capabilities, optimizing data processing, and refining scoring models.
  • Propose and implement updates to the IRMS functionalities, algorithms, and data sources to address identified improvement areas. This may involve collaborating with subject matter experts, IT developers and data analysts.
  • Monitor the effectiveness of implemented updates and adapt to the approach as needed, ensuring continuous improvement of the IRMS.
  • Stay abreast of emerging data analysis tools and technologies relevant to risk management and propose their integration into the IRMS to enhance its capabilities.
  • Ensure the IRMS operates in accordance with relevant national and international regulatory frameworks.
  • Prepare comprehensive risk reports for senior management and relevant stakeholders.
  • Conduct periodic reviews and audits of the IRMS effectiveness.
  • Publish periodical reports as per approved frequency and formats.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business.
