Background:

Currently, Pakistan has the world’s second-highest number of out-of-School children with an estimated 22.8 million children aged 5-16 not attending school, representing 44% of the total population in this age group. In the 5-9 age group, 5 million children are not enrolled in schools and after primary-school age, the number of OOSC doubles, with 11.4 million adolescents between the ages of 10-14 not receiving formal education. Socio-cultural demand-side barriers, combined with economic factors and supply-related issues, together hamper the access to education. Putting in place a credible data system and monitoring measures to track retention and prevent drop-out of out-of-school children is still a challenge.  The gap between their own scores and those of their students reveals that teachers also have difficulty transferring their own level of knowledge to the students

District Loralai is ranked at number 97 out of the 141 ranked districts in Pakistan on the education score index. This index considers learning, gender parity and retention in the district. Which shows the deprivation and need of such interventions in district Loralai, as there is a zeal by the government to support such initiatives in order to enable an environment where out of school children get back to school.

In order cope with mentioned challenges Muslim Aid Pakistan started project titled: Beyond Curriculum - Ensuring access to quality primary education for 08 schools through Alternate Disciplines” This project is designed to enable an environment by increasing facilities within school boundary, providing educational and children supplies as incentives, capacitating teachers and ensuring supporting factors i.e., WASH, education and Health for students to increase in enrollment & retention of out of school children. 

Introduction of Muslim Aid Pakistan:

 Muslim Aid Pakistan registered with Trust Act (Registration Number 24340) started its working in 2005 under strategic thematic areas which includes Access to Education, Improving Integrated Water Resource Management, Sustainable Livelihoods, Health & Nutrition, Emergency Response and Resilience Building. Our country programme has always been striving to alleviate the sufferings of the most marginalized and vulnerable segments of society through its humanitarian and development programmes. Muslim Aid with the collaboration of District Govt. and Education Department started a project titled “Beyond Curriculum - Ensuring access to quality primary education for 08 schools through Alternate Disciplines” in district Loralai. Through this project, we will support 08 government primary/Middle schools of Loralai by providing educational supplies including computers, WASH facilities, training, health screening and child protection training etc. 

Muslim Aid will facilitate five child protection orientation sessions conducted by specialized professionals in the field of child protection and safeguarding with 24 teachers (3 from each school), 32 students (4 from each school) and 24 parents (3 in each school) in attendance. These sessions will aim to equip teachers and students in schools with the necessary knowledge and skills to create a safe, secure, and inclusive learning environment. The training will be provided to teachers and staff members associated with the schools and relevant departments, ensuring the overall well-being and protection of children. 

Purpose and Scope of Work:

The purpose of this assignment is to design a training guide and tools on Protection of children, vulnerable adults (specifically teachers and PTSMC members for Muslim Aid that can be used to train its staff, other stakeholders. To have a standardized training approach, another shorter and localized training guide and tools designed for field staff to conduct Child Protection training in schools. In communities. Muslim Aid plans to raise awareness of all of our children i.e., orphan, neglected children on safeguarding and child protection i.e., 80 Participants (children/ School Administration, PTSMC members) through disseminating child friendly information, education and communication (IEC) materials through the trained community facilitators in field office. Additionally, Muslim Aid wants to display excellent CP messages and its reporting mechanism across Muslims Aid Loralai -Balochistan selected schools 

Deliverables:

• Develop a Child Protection training guide and toolkit for Muslim Aid selected schools.

• Deliver Safeguarding and child protection training to School administration, PTSMCs members and students.

• Develop IEC materials on self-protection “child friendly materials”

• Develop guidelines for teachers, PTSMCs and field staff to work with children and committees.

• Develop Safeguarding and CP messages including reporting mechanism for Schools to be displayed in schools, at public places and community meetings.

• 05 days training will be delivered as per following module. 

Module -1:

  • Child definition (Teachers and PTSMC members will participate in this session)

• Child right (food, shelter, protection)

• Survival right 

• Development Right

• Protection right 

• Participation right 

Module-2:

  • Child protection (children under 18, teachers and PTSMC members will participate)

• Self-awareness

• What is child safeguarding (good and bad touch).

• Preventive measures

• Respond 

• Child safeguarding policy  

Module-3:

  • What do child need protection from.

• Abuse (physical, emotional, sexual)

• Neglect (medical, emotional, education, social, physical)

• Exploitation (sexual, economical, emotional,)

• Violence (self-directed violence, interpersonal, name calling, fight)

Module-4:

• How can I better fulfill my child safeguarding obligation (PTSMCs member and Teachers will participate.

Project Relevance:

Muslim Aid works directly with Primary/Middle section children that belong to vulnerable and marginalized communities in Loralai district. Muslim aid wants to raise awareness and & develop skills in children and school administration and be sensitive towards child education and protection. After participating in the training, participants should be sensitive to out of school children, CP issue and safeguard every child who is in the scope of its work and even in routine life.

Proposed Methodology:

Detailed deskwork is required prior to holding safeguarding and CP training for schools.  All the materials should be easy for participants, school administrations & Muslim Aid staff who directly work with children and communities should be taught participatory methodologies to involve children in their own protection at various levels i.e., at home, in the community, at schools or at general public places. Safeguarding and Child Protection and its sensitivity should be inculcated in their behaviors.

The following general steps are proposed for conducting the training for School children and School administration including PTSMCs members

• Review the existing International and National Child Protection Policy to develop an understanding child protection issue in local context

• Develop a Safeguarding and Child Protection Training Guide and Tools

• Deliver 05 days plan for 8

• 0 participants from 08 schools.

• CP messages need to be prepared in consultation with the staff, which will be refined by the consultant and 10 copies should be printed for field offices.

• Prepare guidelines for community facilitators /PTSMCs member on how to work with children, child committees and persons/children with disabilities and vulnerable adults. 

• Prepare draft report using Muslim Aid standard reporting protocols.

Final report including:

• Executive summary

• Details of each session with key discussions

• Observations

• Recommendations

• MOV’s (Pictures, Attendance of children confirmation from school administration and PTA’s members, video clip) 

Language Required for the Child Protection training organization/institution

• Fluency in English, Pashto, Balochi, is mandatory, interpersonal and communication skills, particularly writing skills, facilitation skills. Fluency in Pashto is also mandatory.

Conditions:

• The capacity-building training Individual should provide its own equipment and materials necessary for the training.

• Performance of the expected deliverables outlined above. Capacity-building training organization/institution will not be entitled to payment of overtime. All remuneration must be within the contract agreement.

• No contract or travel related to this assignment may commence unless the contract is signed by both parties.

Payment schedule:

• 100% Payments will be made upon submission of training completion report & complete handing over of all agreed deliverables mentioned in TORs and its complete verification from concerned persons of Muslim Aid Pakistan field office Loralai.

• The consultancy will include all costs associated with including all taxes.

Expertise Required:

The interested Individual consultant should have ten years’ experience and expertise in delivering trainings especially in the areas of safeguarding and Child Protection. The individual must possess strong proven interpersonal, Child & adult learning and participatory skills. Excellent command in developing and writing training guides and developing training tools/modules and training manuals is required. Additionally, the consultant should also exhibit a track record of conducting similar training for NGOs/INGOs or communities, it shall be one of the key selection criteria.
