• Manager of Procurement Governance & Control oversees the compliance and governance of all procurement projects, ensuring adherence to procurement policies and manuals. They review processes to identify and mitigate risks, coordinate with departments and auditors, and ensure regulatory compliance. They handle PO issuance, cancellations, and record-keeping, provide training on procurement policies, and manage project reporting and analytics. They also possess extensive knowledge of Oracle procurement modules and contribute to the development of procurement practices.
    • Procurement Compliance Management End to end monitoring of all technical and non-technical procurement projects
    • Ensure Governance and Compliance environment in the procurement function through effective monitoring of the governance and compliance process throughout the procurement lifecycle in accordance with the procurement policy and manual.
    • The role will consistently review the existing processes, Systems & Frameworks to identify risk, collaborating with the procurement teams to help mitigate them.
    • PO Issuance as per policy within agreed lead time and ensuring all the required documentation is attached with PO.
    • Extensive coordination with concerned departments for ensuring purchase request generation as per annual procurement plan, policy training and supporting them in provision of required documents and POs afterwards
    • Cancellation of POs as per process flow
    • Close coordination with Internal and external auditors on procurement related matters and reports. Ensure compliance to audit observations and timely implementation of rectification plans. Monitoring & reporting of implementation of IA / Compliance recommendations
    • Ensure regulatory compliance matters pertaining to procurement are properly addressed and incorporated in the process manual
    • Reporting & Analytics Project reporting & analysis for timely execution, decision making and highlighting project related issues to management.
    • Routinely assessing the risks of overall procurement processes in line with organizational strategy.
    • Provide training on Policies, Processes and compliance controls to both Internal & External Stakeholders.
    • Operational risk assessment and analysis. Embedded risk register management and propose plan to mitigate active risks.
    • Should have extensive knowledge of Oracle iProcurement, Purchasing, Sourcing and iSupplier. Preferably the candidate should have been part of core team for implementing above Oracle modules in their previous roles.
    • Contribute to the development of procurement, contract management and purchasing practices and guidelines consistent with Procurement policy
    • Record keeping of the entire data in soft and hard copy for back up and audit purposes. Manage, update & keep track all types of related filling for project
    • Have at least 4 years of relevant Finance / Audit / Procurement Compliance / Governance.
    • Hold a Master s degree in Business Administration / Procurement / Supply Chain Management or ACCA member.
    • Deep understanding of governance systems, relevant IT solutions [Proficiency in Oracle Purchasing, i-procurement, i-sourcing and supplier management]
    • Have the ability to work independently.
    • Conflict management capabilities
    • Review large procurement transactions from governance perspective to improve procurement management practices & procedures on a continuous basis.
