Job Summary:

MEAL Officer will be based in Quetta for the monitoring and evaluation of WASH related activities.

  • The position holder is required to be mobile as S/he would be required to visit all targeted districts in Baluchistan. This position reports to the project lead for operational matters and to the MEAL Focal point in the Country Office for technical matters.
  • The position holder will do the monitoring and evaluation of project interventions in the allocated districts in close coordination with the project lead and the MEAL Focal point. Conducting need assessments for project activities or in emergencies, executing baseline assessments, KAP surveys, mid-term/end-term evaluations etc will constitute her broader role in close coordination and leadership of the MEAL focal point.

Job Responsibilities:

  • Establish a monitoring and evaluation plan in line with the requirements of the approved project plan and LFA that is in line with the project donor.
  • Support MEAL focal point in the country office, in establishing and make functional an efficient and action-oriented MEAL system for the project focusing on WASH related interventions – both hard component and soft components.
  • Help the project lead in taking data-informed decisions and corrections based on monitoring data and findings.
  • Support the MEAL focal point to implement the MEAL plans and ensure real time analysis to track and guide the quality of the programs and implementation.
  • Conduct regular field visits (approximately 70% of the time), in coordination with field staff, to assess project impact and collect feedback from relevant stakeholders and submit weekly/monthly reports separately.
  • To develop a proper follow of the mechanism of agreed action as per field visit feedback.
  • Ensure that data is collected and entered in data management system on a regular basis.
  • Validate data quality issues and ensures that data is qualifying the data quality attributes.
  • In collaboration with the MEAL focal point at the country office, and program teams, carry out regular participatory project monitoring as well as activities according to agreed systems, procedures, and standards.
  • Extend needful support to program teams to track progress of the project activities in line with the agreed output and outcome level performance indicators.
  • Assist in the design, collection and analysis of data and information for assessments, surveys and evaluations as required by the MEAL and the program teams as per projects requirements.
  • Lead surveys and studies (need assessments, KAP, baselines, mid-end term evaluations/ assessments etc) under the project to assess the relevance, effectiveness, efficiency, and impacts of interventions over the project life.
  • Promote accountability and ensure compliance with organization policies, global Humanitarian Standards for Quality and Accountability, including the feedback and Complaints Response Mechanism, to ensure that affected communities and people are at the centre of response.
  • Maintain proper filing system of monitoring and data related documents in hard as well as in soft.
  • Lead documentation of lessons learnt from project/program implementation. Coordinate with project staff, partners and communities in documenting lessons learnt.
  • Document, finalize and share Case Studies, Human Interest Stories and Most Significant Change Stories.
  • Carry out other such tasks as assigned by the technical supervisor.

 Job Requirements:

Education:

  • Bachelors / Master’s degree
  • Preference will be given to candidates with their degree in Social Sciences, Economics, Statistics, Computer Science.

Work Experience:

  • At least 03 years rich experience in role of Monitoring, Evaluation, Accountability, and Learning.
  • Working experience in both emergency and long-term development projects and programs
  • Proven working experience in Monitoring, Evaluations, Accountability, and awareness about CHS.
  • Proven skills in collection, analysis and reporting of quantitative and qualitative data and analytical reports. 
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations.
  • Ability to manage a large and varied workload, work under pressure and meet deadlines.

 Demonstrated Skills and Competencies:

  • Good understanding of statistical data, ability to recognize, interpret and synthesize patterns in data.
  • Field Monitoring and field data collection skills
  • Data analysis, dashboarding, interpretation and analytical report writing skills.
  • Computer skills & data visualization skills
  • Strong communication and coordination skills

Language Skills: 

  • English, Urdu
