The Legal Expert / Consultant serves as a senior advisor responsible for providing expert legal guidance and technical support to a national human rights organization implementing a project aimed at strengthening advocacy for womens rights and protection. This role focuses on designing, developing, and delivering gender-responsive legal training curricula and materials, ensuring accuracy, relevance, and practical application aligned with current laws and international human rights standards. The consultant will play a pivotal role in enhancing the professional capacity of young female lawyers across multiple provinces through structured learning programmes and a digital legal toolkit. The position requires deep expertise in gender-based violence laws, international human rights instruments, and survivor-centred legal practice within the Pakistani legal context. The consultant develops participant-centered training agendas, handbooks, facilitator guides, and assessment tools while ensuring trauma-informed and survivor-oriented approaches. Although the consultant will not manage a team, close collaboration with project leadership and coordination with training and advocacy staff is essential for quality assurance, scheduling, and content delivery throughout the assignment.
Responsibilities

  • Design a comprehensive, standardized training curriculum and detailed session plans for a series of five specialized capacity-building programmes focused on gender-based violence laws, international human rights instruments, survivor-centred legal representation, legal ethics, and digital advocacy.
  • Develop participant handbooks and facilitator guides that incorporate supporting case-law, procedural safeguards, and trauma-informed methodologies tailored to provincial legal variations.
  • Create practical pre- and post-training assessment tools, including group exercises, moot-court scenarios, and role-plays, to effectively measure learning outcomes for participants.
  • Provide expert legal content and technical quality assurance for a digital legal toolkit encompassing relevant laws, survivor-centred practices, referral directories, and procedural guides.
  • Maintain up-to-date knowledge and application of Pakistani statutory provisions, case law, and provincial legal frameworks to ensure the accuracy and relevance of all training materials and knowledge products.
  • Collaborate closely with organizational leadership and project teams to align curriculum development and training delivery with project goals and timelines, responding to review feedback and coordinating schedules.
  • Uphold ethical standards including survivor-centred, trauma-informed, and do-no-harm principles, ensuring confidentiality of case information and adherence to safeguarding and code-of-conduct policies throughout the assignment.
  • Prepare and submit all deliverables for review and approval according to the agreed schedule, including inception notes, agendas, curriculum frameworks, training handbooks, assessment tools, and final reports.
  • Contribute to knowledge transfer by sharing expertise during trainings and supporting capacity building efforts to establish a sustainable Women Human Rights Champions network in the target provinces.
  • Ensure all developed materials remain the exclusive property of the organization and donor, maintaining confidentiality and intellectual property protocols.
