The position holder will be responsible for regular monitoring all activities under IFRAP Project and IRP Program in targeted areas. The candidate will be responsible for ensuring the activities alignment with LFA, proposal, business process / DIP. Responsible for the beneficiary/right holders community related complaints are registered and handled according to given policy of IRP and IFRAP Project. Responsible for conducting evaluations, Baseline, Endline surveys and post distribution monitoring, on spot satisfaction surveys  and reporting in coordination with MEAL Coordinator and Project lead. Responsible for capturing learnings and dissemination.  Collection of data and record maintenance according to the IR and Donor requirements and updating in organizational on-line offline databases

Technical:

  • Skills of developing frameworks, LFA, qualitative and quantitative indicators.
  • Development of Business process and multiple formats for activities implementation.
  • Skills and knowledge of embedding quality and accountability in organizational and programmatic steams.

Analytical and communication skills;

  • Experience in MEAL system design and mainstreaming in programme cycle management;
  • Skill in learning-oriented analysis of MEAL data.
  • Understanding of rural development, with a focus on participatory processes, joint management, and gender issues
  • Report writing skills (both process and progress)
  • Skills in conducting strategic reviews.
  • Training skills in MEAL development and implementation;
  • Skills in developing case studies, success stories and human interest stories
  • Knowledge of managing organizational budgets and financial planning.
  • Personnel and team management skills (including mediation and conflict resolution)

Operational:

  • Supporting periodic reporting of each project being implemented in respective area office in line with IRW MEAL Framework.
  • Responsible for tracking progress against output and outcome level indicators for each project.
  • Furnishing and disseminating critical findings and observations relating to implementation project implementation plans and processes with line manager as well as respective project lead.
  • Holding debriefing sessions with concerned teams on critical findings and observations to chalk out action points and course correction measures.
  • Responsible to maintain and update program/project level cumulative progress against output and outcome indicators on the Indicator Matrix.
  • Updating 4Ws and 5W matrix of all sectors.
  • Responsible for designing and conducting project related reviews and reflections to extract important lessons learnt for continuous improvement.
  • Responsible in designing and conducting KAP, Assessments and Baseline/Endline Surveys.
  • Responsible for collation & consolidation of KAP, Assessments and Baseline/Endline reports.
  • Collecting and document case studies and success stories
  • Facilitating internal and external action research activities such as impact studies, evaluations etc.
  • Updating Performance Monitoring Tool (PMT(s) and MIS of the area.
  • Updating organizational MIS like Program Real time Information System for Management (PRISM) on monthly and need based.

  • Record maintenance according to IR and donor requirements.

Accountability:

  • Reporting on any non-compliance to beneficiary selection criteria to concerned Manager as well as specific project/program manager.
  • Receiving, registering, and support in investigating and recommending appropriate and amicable solutions on all beneficiary community focused complaints according to the IRP Complaints Handling Policy document.
  • Support MEAL Coordinator Balochistan in regard with maintaining, updating and sharing monthly complaints handling and learning log-sheet.
  • Any other task assigned by the supervisor.

 The position is based 40% Quetta & 60% Jaffrabad.
