Job Purpose:
The GBV Expert will provide high-level technical support to strengthen the operational and strategic capacity of the Gender and Child Cell (G&CC) in addressing gender-based violence. The expert will support the integration of GBV prevention and response into G&CC systems, policies, and programming. This includes guidance on GBV policy development, implementation of survivor-centered services, technical tools creation, and staff capacity building. The role is central to institutionalizing rights-based, coordinated, and sustainable GBV interventions across sectors, ultimately improving the resilience and well-being of women, girls, and vulnerable populations.
KEY ACCOUNTABILITIES:
Technical
Lead the integration of GBV-sensitive approaches into all G&CC interventions, policies, and SOPs, ensuring alignment with national and global standards.
Provide ongoing mentorship and technical support to G&CC staff, district-level focal points, and implementing partners.
Ensure programmatic alignment with national and international standards for GBV case management, MHPSS, referral systems, and survivor-centered service delivery.
Review and update GBV coordination mechanisms, ensuring functionality, inclusiveness, confidentiality, and referral pathways are survivor-safe.
Draft and revise policy documents, action plans, and technical briefs in consultation with relevant stakeholders to institutionalize rights-based GBV frameworks.
Contribute to the development and contextualization of standard tools and templates for GBV data collection, risk mitigation, survivor tracking, and response monitoring.
Conduct technical assessments and gap analyses of existing GBV interventions within the G&CC, and recommend evidence-based improvements.
Lead the design and rollout of monitoring tools and quality assurance checklists for GBV service delivery.
Provide expert guidance on safe information management and ethical handling of sensitive GBV-related data.
Facilitate technical reviews of GBV-related training modules and advocacy content to ensure accuracy and cultural relevance.
Represent the G&CC in technical working groups and GBV Sub-Cluster coordination platforms at provincial and national levels when required.
Operational
Develop work plans and technical guidance for institutionalizing GBV prevention and response.
Support the design and delivery of trainings, orientation sessions, and capacity assessments.
Provide expert-level input during hiring and on boarding of other technical staff or consultants supporting G&CC.
Establish and maintain technical collaboration with relevant departments, civil society, and UN actors.
Organizational

Represent PDMA / G&CC with professionalism and empathy in sensitive environments.
In depth understanding of Government & PDMA principles, values and their demonstration.

Strengthen a survivor-centred culture within Government Departments, stakeholders, institutions and service providers.
Identify institutional gaps and propose sustainable strategies for long-term GBV integration.
Support development of IEC materials and organizational documentation for dissemination.
Qualification:
Master’s degree in Social Sciences, Gender & Development Studies, Human Rights or relevant fields.
Experience
Minimum experience of similar role in NGO setup:
Minimum 3–5 years of progressive experience in GBV programming, including technical advisory roles.
Experience in institutional strengthening, policy development, and inter-agency coordination.
Familiarity with GBV case management, MHPSS, and protection systems in humanitarian or development settings.
Previous experience with Government, NGOs/INGOs or outreach programs is preferred.
Computer Skills
MS Office, presentation tools, and reporting systems.
Familiarity with information management platforms and coordination tools.
Language
Fluency in English, Urdu and local languages is essential. Proficiency in English (speaking and writing) is required.

Experience in integrating gender and protection into cross-sectoral programming.
Familiarity with humanitarian principles and gender-based programming.
