KEY ACCOUNTABILITIES

  • Technical (Elaborate the technical key results areas in detail).
  • Develop a deep understanding of project documents, encompassing both construction drawings, specifications, business processes, and Detailed Implementation Plans (DIPs) for effective planning and implementation of WASH CPI and Shelter activities.
  • Lead technical feasibility assessments for both WASH and Shelter activities, including site identification, material evaluation, labor estimation, transportation logistics, and supply requisition. Emphasize sustainability, cost-effectiveness, and adherence to project timelines at the field level.
  • Ensure strict adherence to humanitarian standards, including Sphere, Do No Harm, Humanitarian Principles, Core Humanitarian Standards, and the Red Cross Code of Conduct. Apply relevant engineering standards such as ACI Codes, ASTM Codes, British Standards, Pakistan Building Codes, and established best practices in building construction.
  • Regularly conduct quality and quantity assurance checks by visiting construction sites for both WASH and Shelter projects. Verify that work aligns with approved plans, specifications, and meets established quality benchmarks.
  • Collaborate with local teams to assist in creating essential technical data, such as cost estimates for rehabilitation work and new project proposals related to both WASH and Shelter activities.
  • Lead capacity building initiatives to enhance the technical understanding of communities and subordinates, focusing on efficient resource utilization and long-term sustainability to meet job requirements.
  • Collaborate closely with the supply chain department to identify and hire construction teams and labor for both WASH and Shelter projects.
  • Oversee the management of skilled personnel (Sub Engineers, Water Quality Analysts, Hygiene Promoters, and others) as well as unskilled workers (labor, survey teams, etc.). Document performance feedback, address grievances, and manage day-to-day operational aspects where applicable.
  • Identify, analyze, and resolve technical challenges across WASH and Shelter projects. Ensure accurate interpretation of design drawings and maintain robust Quality Control procedures.
  • Provide recommendations for the procurement of specialized equipment required for both WASH and Shelter activity implementation.
  • Participate in supplier selection processes by evaluating samples against approved Bill of Quantities (BOQs)/estimates in the field as needed.
  • Effectively process daily project documentation and construction observations, ensuring timely and accurate reporting for both WASH and Shelter projects.
  • Operational (Elaborate the operational key results areas in detail).
  • Designing integrated work plans in collaboration with teams from other departments/thematic areas.
  • Coordinate with internal (APM, WASH specialist, other sector leads at area level) & external (Clusters, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders  related to Shelter and WASH CPIs and other matters of mutual interest.
  • In place contingency plan to deal with external factors affecting or may affect the field activities
  • Ensure availability of completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representative and relevant sub engineer and also handing over to relevant department
  • Ensure preparation & record management of Measurement Books with agreement of vendor
  • Maintenance of record (hard & soft) that includes but not limited to Cost estimates, BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.
  • Preparation of daily, weekly, monthly and other progress reports for management’s info.
  • Ensure proper filling of forms & formats as per desired standard
  • Extend support to MEAL / MIS / Communications staff for gathering desired information.
  • Ensure availability of up to date info in MIS on regular basis with consultation of MIS / MEAL.
  • Close coordination with line manager for effective implementation of project activities.
  • Organizational (Elaborate the organizational key results areas in detail).
  • Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of IR values and their demonstration in the field while working with communities.
  • Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing IR work
  • Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
  • Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
  • Participation and facilitation in implementation of IR seasonal programmes.

Experience:

  • Minimum experience of similar role in I/NGO setup:
  • 1 Years with Master degree and/or 2 year with Bachelor degree

Computer Skills: MS Office, Outlook, ERP systems familiarity, AutoCAD

Language:

Urdu, Sindhi and English

Key Personal Qualities:

  • Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.
  • Able to work under extreme conditions in field areas.
  • Good communication skills in Sindhi as well as English / Urdu language which delivers information with clarity in a wide range of situations.
  • Has a positive nature and able to overcome issues that create hindrance in achievement of entrusted goals / objectives.
  • Has a learning attitude and a continuous improvement philosophy
