Technical

•Supervision of Shelter, WASH and livelihood CPIs construction activities at the field

•Study the Shelter and CPI documents (construction drawings & specifications) in detail, keeping in view the Implementation Work Plan, and discuss the quarries with the line manager/Program Engineer, if any, to reduce the threats of delayed work progress.

•Maintain the Measurement Book (MB) of work done at the site in the presence of the contractor’s representative on a daily basis and should be signed by both representatives.

•Work out the total actual quantities of all as per construction drawings and specifications.

•To ensure the layouts, levels, and all activities at the site. Either construction works are being done as per drawings and specifications or not.

•To prepare the shop drawings of different activities as per requirement.

•For maintaining the records of all documentation (hard & soft copies) and pictorial progress.

•To be able to get different materials sampling, on different intervals, for testing and quality work assurance.

•To prepare daily, weekly, monthly, and other progress reports to submit to his supervisor.

•Motivate and morally/ technically support the contractor, communities, and his team for managing a perfect material supply chain. And closely follow up with them for arranging materials before the planned execution/consumption date/time of that material.

•Analyse and prepare plans for material requisitions.

•Assist in designing all work plans and identifying and resolve all construction issues on site.

•Document all civil field activities and perform regular inspections to check the progress of construction works.

•Assist in performing quality assurance inspection to verify the work is performed in compliance with the plans and specifications.

•Processing daily project documentation and construction observations.

•Preparing weekly project status updates

•Performing other duties as required by the work and assigned by the Project manager any other task assigned by the supervisor.

•Conduct regular field visits with 80% time in the field and 20% for reporting.

Operational

•Preparation of weekly/monthly work plans against PMT (performance-measured time frame) by ensuring timely completion of assigned tasks in the stipulated time period.

•Coordinate with all stakeholders especially community activists, COs, VOs, and beneficiary households for smooth implementation of the project

•In place a contingency plan to deal with external factors affecting or may affect the field activities

•Maintain the completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representatives, and relevant sub-engineer and also handing over to the relevant department

•Arrange skilled and unskilled labour for construction execution 

•Preparation of MBs with the agreement of the vendor

•Maintenance of record (hard & soft) that includes but is not limited to Cost estimates, BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.

•Preparation of daily, weekly, monthly, and other progress reports for management’s info.

•Ensure proper filling of forms & formats as per desired standard

•Extend support to MEAL / MIS / Communications staff for gathering desired information.

•Preparation of info for MIS on a regular basis with consultation of Field Engineer / MIS / M&E.

•Close coordination with line manager for effective implementation of project activities.

Organizational

•Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.

•In-depth understanding of IR values and their demonstration in the field while working with communities.

•Abide by the IR zero-tolerance policy towards bribery & corruption through sensitization/empowerment of communities on coping mechanisms so that they can raise voices as & when feel inappropriate.

•Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.

•Assist in the identification & documentation of organizational successes for showcasing IR work

•Facilitate communities in the adaptation of environment-friendly & cost-effective approaches to meet their current as well as future needs with specific attention to climate change.

•Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & Children, etc in consultation & implementation of project activities at the ground.

•Participation and facilitation in the implementation of IR seasonal programs.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and sympathy with Islamic values and principles as well as commitment to Islamic Relief Worldwide vision, mission and core values.

Qualification:

Diploma - BS / B-Tech Civil Engineering or DAE-Civil

Experience:

Relevant experience of 2 years with DAE and/or 1 year with BS / B-Tech

Computer Skills:

MS Office, AutoCAD, Outlook, and ERP systems familiarity

Language:

Urdu, Sindhi, and English

Key Personal Qualities:

•Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.

•Able to work under extreme conditions in field areas.

•Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.

•Has a positive nature and is able to overcome issues that create hindrances in achievement of entrusted goals/objectives.

•Has a learning attitude and a continuous improvement philosophy.
