To define, implement, coordinate, and supervise all operational communication activities according to MSF standards in the mission or during an emergency. The Field Communications Manager (FCM) aims at building MSF visibility, acceptance, and leverage inside the mission country. In the event of large-scale emergencies, an Emergency Field Communications Manager (EFCM) with the same responsibilities may be sent to the mission.

Key responsibilities include:

  • Under the supervision of the Head of Mission (HOM) and in cooperation with the Communications Advisor in HQ, the FCM drafts and implements the communications strategy for the mission, advises on public positioning, and remains reactive to emergencies and crisis communications.
  • The FCM promotes MSF’s core principles of bearing witness and speaking out for the benefit of the communities we serve, increasing the visibility of the organization and improving awareness of its principles and work.
  • The FCM identifies key cross-cutting issues across all MSF sections' operations relevant to communications and advises on public positioning.
  • Develops guidelines for handling crisis communications through international and local media and remains reactive to emergencies.
  • In emergencies with high media pressure, the FCM acts as a spokesperson to alleviate interview pressure on field teams.
  • Proactively finds communications opportunities to strengthen MSF’s position and image as an independent and impartial medical humanitarian organization.
  • Develops, supervises, and monitors the implementation of the digital strategy.
  • Maintains close contact with key local media and foreign correspondents.
  • Liaises with communications staff from other organizations and institutions, monitoring and analyzing communication lines developed by important actors for MSF.
  • Facilitates and may accompany media visits to MSF projects and organizes media events such as press conferences and briefings.
  • Briefs spokespeople and conducts media training for key staff.
  • Produces strategic reports on the local media landscape and regularly reports on new developments, providing guidance on how to manage local media during crises.
  • Manages, develops, and supervises staff (Field Communication Officers) under direct responsibility.
  • Advises on communication tools to choose according to objectives, messages, and audiences at local and national levels, producing or supervising the production of local communications content according to strategy and budget.
  • Plans and produces international communications content, sourcing data, information, quotes, testimonies, pictures, and videos.
  • Tracks and archives communications production in the country to build institutional memory.
  • Actively promotes the diffusion of MSF content in the country, identifying communications opportunities using MSF comms network production.
  • Uses social media strategically to promote MSF content and raise visibility.
  • Produces regular reports on achieved results and future priorities.
  • Produces a yearly communications budget to support identified and agreed communication priorities, submitted for approval to the Head of Mission(s) and communications department at HQ.
  • Ensures complementarity between OC-specific communication initiatives while maintaining an overarching intersectional narrative, reinforcing MSF's common public-facing identity in Pakistan.
  • Works closely with Humanitarian Affairs, MedCos, and HoMs to reinforce advocacy initiatives through revision and paraphrasing of key messages for public audiences.
  • Able to travel to all MSF projects in Pakistan with flexibility concerning travel schedules.
