Job Overview/Summary: The International Rescue Committee is seeking a dynamic and self-motivated individual for the position of WPE Field Manager for implementation of a Women Protection and Empowerment activities. The position holder will coordinate with the team members including GBV Case Management Supervisor and partner staff, regularly visit the communities to provide support in all WPE related interventions. The position holder will coordinate with the team to ensure that all agreed activities are carried out based on IRC’s quality benchmark. S/He will also be responsible for assisting in tracking project’s progress and keep a regular follow up with project teams to ensure that technical and financial progress of the project is on track.

Key Areas of Accountability:

▪ Provide technical and management leadership to all WPE interventions under all ECHO grants as per IRC policy.

▪ Provide technical assistance/advice on all aspects of GBV and implementation for timely and successful implementation of WPE interventions under all ECHO grants.

▪ Build technical capacity of partners around implementation of WPE activities.

▪ Ensure that solid GBV case management, referral and information management systems are in place for appropriate identification, responses, and follow-up.

▪ Guide WGSS facilitators in working with women in community to develop new, creative activities as appropriate.

▪ Using a client centered approach, work together with women and girls to establish action plans based on the needs identified and ensure adequate safety plans exist for the clients.

▪ Develop and implement capacity building plans for all areas of GBV programming.

▪ Ensure regular communication with the WPE Coordinator to integrate appropriate technical priorities in program design, to provide updates on achievements and challenges.

▪ Ensures that safeguarding standards are understood and met and ensures a safe and friendly atmosphere in the Women and Girls Safe Space.

▪ Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

▪ Ensure mapping of service providers including government departments and civil society organizations in establishment of district-based GBV Referral Mechanism.

▪ Ensure proper use of referral pathways in the field and assist the GBV survivors and their families to access legal, educational, health, vocational and other services.

▪ Regularly attend coordination group meetings at appropriate levels with relevant stakeholders.

Contributes to the development of the GBV sector strategic direction for responding to GBV incidents.

▪ Contribute to proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration.

▪ Coordinate with other IRC sectors to receive and provide input and support regarding responses GBV programming.

▪ Ensure that all interventions are in-line with the strategy, and GBV Minimum Standards.

▪ Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.

▪ Manage staff that report into monitoring and evaluation systems in order to ensure data quality and timeliness in reporting.

▪ Monitor and consolidate information collected from weekly and staff activity reports

▪ Ensure high-quality programming according to international minimum standards and best practices.

▪ Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

▪ Other duties as assigned by the supervisor to enable and develop IRC programs.

Position Reports to: Emergency Response Manager with Technical reporting to the WPE Coordinator Position Coordinates With: Head of Offices, Project Manager, GBV case management team, Education team, Implementing partners, Women and Girls Safe Space Supervisors, Communities, Children, Government Departments & Civil Society Organizations.

Job Requirements:

a) Education:

Master’s degree in any development discipline. Postgraduate training in any related discipline will be an added advantage.

b) Work Experience:

Should have a minimum of 3 -5 years field experience in WPE preferably during humanitarian context.

c) Demonstrated Skills and Competencies:

• Excellent communication skills

• Background knowledge of Women Protection and Empowerment

• Knowledge of basic counselling

• Flexible and positive attitude towards receiving feedback

• Display cultural, gender, religious, race, nationality and age sensitivity and adaptability

• Strong networking skills with relevant stakeholders

Language Skills:

• Excellent written and spoken English skills and local language is desirable.
