IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. With the support of the federal and provincial governments, and generous donors like FCDO, ECHO, USAID, GAC and Australian Aid Agencies the IRC is currently implementing projects across the country.

Scope of Work:

Under the supervision of Project Manager, the Child Protection Case Management Supervisor is responsible to ensure appropriate supervision, support, monitoring and on job coaching for the Child Protection Case Management Officer and to ensure quality Child Protection case management service provision as per Child Protection case management SOPs and guidelines, while working in close collaboration with donor, IRC team and local partners.

Job Overview/Summary:

The International Rescue Committee is seeking dynamic and self-motivated individuals for the position of Child Protection Case Management Supervisor for implementation and supervision of Child Protection Case Management activities (Child Protection and Gender Based Violence) in the province of Khyber Pakhtunkhwa. The Protection Child Protection Case Management Supervisor will ensure that all Child Protection SOPs and guidelines of the CP case management process for an assigned number of individual and people of concerns exposed to abuse, exploitation, neglect, and violence in this process. To ensure and support the CP Case Management Officers in identification of at-risk Children and receive individual case management support by conducting documentation, assessments, action plans, direct service provision, referrals and follow ups for an assigned case load to directly work with other case management officers and service providers on management of caseload and referrals. Key of the tasks for the position holder may include, but are not limited to, the following:

Job Responsibilities:

  • Apply and adhere to guiding principles of working with Children at risk, including respect, dignity, security, and confidentiality at all the time.
  • Responsible for making ‘Best Interest Principle’ and Best Interest Documentation the center of all interventions.
  • Establish and capacitate district-based Child Protection Referral Mechanisms/pathways.
  • Liaise and conduct Referral Coordination meeting with district working group/referral networks.
  • Liaise organize and conduct capacity building training as and when required.
  • Undertake field visits to provide technical Mentorship and supervision as well as regularly monitoring of the progress of the protection project activities.
  • Provide mentorship individually and through group meetings, collaborate with other CM staff to regularly report trends and communicate closely with the case management officers and protection staff to manage cases accordingly.
  • Using a client centered approach, work together with survivors at risk to establish action plans based on the needs identified and ensure adequate safety plans exist for the clients.
  • Ensure that each case management officers is effectively carrying out Case Management and provide guidelines according to Case Management guidelines and Standard Operating Procedures through regular individual and team meetings and case reviews with case management officers.
  • Ensure cases receive appropriate support; and when needed, support individual cases, and provide regular monitoring of all aspects of services.
  • Assign and review case management officers caseloads to ensure they are manageable and share challenges with supervisor.
  • Conduct post-service interviews to evaluate the quality and impact of case management by the case management officers. Document feedback and analyses trends regularly; discuss lessons learned with the team.
  • Ensure appropriate case management for Child at risk and ensure accurate use of referral pathways in the field and assist clients to access legal, educational, health, vocational and other services etc.
  • Regularly liaise with the Child Protection Team for support and case conferencing together with the relevant protection manager.
  • Establishing liaison with service providers in protection related matters.
  • Hold regular caseworker mentoring and couching sessions and cases conference meetings based on identified needs/ gaps, record and report them accordingly.
  • Ensure accurate documentation of cases according to IRC standards and maintain all records in a secure and confidential way.
  • Supervise the proper documentation and compilation of case management forms in accordance with all case management steps and related tools and procedures.
  • Participate in the project meetings to share regular updates e.g., number of cases open and closed and major categories including trend analysis of the cases through child protection case management MIS/Database.
  • Identify gaps in services or risks shared by the survivor and report these to the protection manager.
  • Participate and conduct relevant trainings and capacity building events organized by IRC or as per the nominations to participate in other events.
  • Develop and submit progress reports as required by the line manager.
  • Ensure that all cases are filed, and that information is reported in detail about the case, background, case plan, follow up and actions taken.
  • Assist the Data Entry through case management MIS/Database in providing statistics and reports to the data management officer.
  • Ensure that the data registered in the files and computers is safe and kept confidential.
  • Prioritize and lead training in case management and follow up of the training sessions.
  • Perform any other tasks as may be assigned by the supervisor.

Job Requirements:

Master’s degree in social sciences or any equivalent field, postgraduate training in any related field will be an added advantage.

Work Experience:

  • Should have a minimum of 05 years field experience in Child Protection Case Management or Child Protection, preferably during emergencies or disasters.
  • Ability to work under pressure in an unstable security environment. Able to handle critical information with strict confidentiality.

Demonstrated Skills and Competencies:

  • Understanding of managing child protection case management programs, including implementation of best interests’ procedures.
  • Flexibility to work in a diverse multicultural team with respect for Khyber Pakhtunkhwa, Pakistani culture and norms.
  • Ability and experience coordinating with government and CSOs.
  • Excellent interpersonal and communication skills.
  • Flexible attitude towards receiving feedback.
  • Knowledge of issues relating to community involvement and empowerment.

Language

Good written and spoken English and Urdu and Pushto (Mandatory) skills. Knowledge of other Local languages is beneficial.
