IRC has been working in Pakistan since 1980, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health, and livelihoods for displaced, poor and disaster affected communities. Job Summary

Under the supervision of the District Manager and Senior Response Manager, the Cash Grant Officer will support all field staff in the implementation of the emergency cash assistance project. The role will also involve visiting field level activities and supporting the implementation in developing quality levels (Monthly, Quarterly, and annually reports).

Major Responsibilities:

Project planning and implementation:

• Designing and planning cash transfer programs: You will be responsible for developing cash transfer programs in line with the organization's policies and procedures. This involves assessing the needs of beneficiaries, Data entry ,identifying the appropriate cash transfer mechanism, and designing efficient and effective distribution processes.

• Managing and implementing cash transfer programs: You will oversee the implementation of cash transfer programs, ensuring that distribution processes are executed smoothly, and beneficiaries receive their entitlements in a timely manner. This includes coordinating with field staff and partners to ensure the program's success.

• Providing technical support and training: You will provide technical support and training to field staff and partners on various aspects of cash transfer programs. This includes client identification, data management, cash transfer mechanisms, and the cash distribution process. Your expertise will contribute to building the capacity of our team and partners.

• Verifying and submitting data: You will be responsible for verifying the accuracy of data collected during the cash transfer programs. This involves maintaining complete records and submitting the data to the finance section for further processing.

• Collaboration and coordination: You will collaborate with program staff, finance staff, and external partners to ensure the smooth implementation of cash-based assistance programs. This includes regular communication, coordination meetings, and addressing any issues that arise during the program's implementation.

• Monitoring and evaluation: You will monitor and evaluate the impact of cash-based assistance programs on beneficiaries. This includes assessing the effectiveness of the programs, identifying areas for improvement, and making recommendations to enhance the program's impact.

• Compliance with policies and regulations: You will ensure compliance with organizational policies, donor requirements, and relevant regulations related to cash-based assistance programs. This includes staying updated on changes in regulations and implementing necessary measures to ensure compliance.

• Financial management: You will ensure compliance with financial policies and procedures, as well as donor requirements. This includes monitoring and tracking cash disbursements and expenditures, preparing financial reports, and working closely with the finance team to ensure accurate financial management.

• Collaboration with departments and organizations: You will collaborate with other departments or organizations to coordinate cash assistance delivery and ensure its effectiveness in meeting beneficiaries' needs. This includes sharing information, coordinating logistics, and leveraging resources to optimize program outcomes.

Coordination and Representation:

• Make sure the effective working relationships with district key partners, Local Administration, Social Welfare Department and Communities, UN agencies, international and local NGOs, and other relevant actors working and disbursement cash in the targeted districts.

• Maintain a productive working relationship with Service providers (HBL Konnect and local franchises).

Reporting:

Strong financial acumen is essential, including proficiency in financial analysis, budgeting, and forecasting. You should be able to assess financial statements, identify potential risks, and make informed decisions regarding grant disbursements. Data Entry and Data Management.

Job Requirements:

A. Education

• Bachelor's degree in a relevant field such as finance, accounting, economics, or business administration.

B. Work experience:

• A proven experience in the development/humanitarian sector (at least 3 years in INGO)/NGO related to coordinated emergency projects (MPCA/ Vouchers) and data Management.

C. Demonstrated Skills and Competencies:

• Advanced knowledge of the software (Microsoft Windows, MS Excel, MS Word, MS PowerPoint),

• Experience in developing quality-level report writing.

• Experience in training and workshop facilitation

• Proven track record to meet deadlines.

• Ability to analyze data for project course correction.

• Excellent communication, coordination, and analytical skills, including the ability to build and deliver presentations.

Language Skills:

Strong English and Urdu language skills both written and oral; knowledge of local languages will be contributed.
