Purpose of the Assignment:
To collect, harmonize, and manage outbreak-related data at NEOC, PEOC and DEOC levels, ensuring timely generation of actionable analytics, situation visualizations, and evidence-based insights to guide Rapid Response Team decision-making and resource prioritization.
Duties & Responsibilities:
A. Data Collection, Harmonization & Management
• Maintain and manage comprehensive outbreak investigation data systems, ensuring accuracy, completeness, and timeliness of all data streams.
• Harmonize data from AFP surveillance, environmental surveillance (ES), SIA coverage monitoring, and other programmatic sources into integrated outbreak assessments.
• Establish and enforce data quality standards and validation protocols across all data entry and reporting points during investigations.
• Coordinate with provincial and district data officers to ensure consistent data flow and adherence to national standards.
B. Analytics & Red Flag Reporting
• Generate 'Red Flag' reports identifying critical data anomalies, surveillance gaps, coverage failures, or emerging outbreak risks requiring immediate RRT attention.
• Conduct data triangulation between AFP, ES, and SIA data streams to identify inconsistencies, hidden transmission, and programmatic vulnerabilities.
• Perform trend analysis and predictive analytics to support proactive outbreak prevention and prioritization of response resources.
C. Visualization & Situation Updates
• Design and produce clear, compelling situation visualizations including maps, and infographics for daily and weekly RRT and NEOC briefings, as needed.
• Develop standardized report templates for outbreak situation updates, response tracking, and post-investigation assessments.
• Present data findings to RRT members and NEOC leadership in accessible formats tailored to both technical and non-technical audiences.
D. Evidence-Based Decision Support
• Support RRT decision-making on response scope, geographic prioritization, and resource allocation through timely and accurate data products.
• Collaborate with the Epidemiologist, M&E Officer, and other RRT members to integrate analytical findings into operational plans and response strategies.
• Document and archive all data, analytical outputs, and visualizations for institutional memory and future reference.
Competencies & Skills:
• Advanced proficiency in data management tools including Excel, Power BI, Tableau, R, and/or other relevant platforms.
• Strong skills in statistical analysis and data visualization.
• Experience with GIS mapping tools (e.g., ArcGIS, QGIS) for spatial data analysis and presentation.
• Ability to work with large, multi-source datasets and translate complex data into clear operational insights.
• Attention to detail, results orientation, and strong organizational skills.
Education:
Bachelor's degree (minimum) in Statistics, Information Technology, Computer Science, Public Health Informatics, or a related field. A Master's degree is preferred.
Experience:
• Minimum 3 years of demonstrated experience in data management, analytics, or health information systems in a public health or humanitarian context.
• Demonstrated experience with polio, EPI, or other communicable disease data systems in Pakistan or a comparable setting.
• Experience in developing and managing data visualization products, dashboards, and situation reports for operational decision-making.
• Familiarity with outbreak data flows, AFP/ES surveillance systems, and SIA monitoring frameworks is an added advantage.
Languages:
Fluency in English and Urdu required. Knowledge of regional languages is an asset.
Duration of Assignment:
Initial 3 months, renewable on a yearly basis thereafter based on performance and program needs.
Coordination & Reporting:
The Data Management / Analytics Officer will report to the National RRT Lead and work in close coordination with the NEOC Control Room and the M&E Task Team.
