The Director of Human Resources & Administration plays a pivotal role in steering all human resource and administrative functions within the organization. This position is responsible for ensuring effective talent acquisition, organizational development, and performance management while providing efficient operational support aligned with the company’s strategic objectives. The Director oversees administrative operations, procurement support, and vendor coordination, fostering a culture of high performance and continuous improvement across teams.

Key Responsibilities
Lead the planning, development, and implementation of HR and administrative strategies that support organizational goals and workforce requirements. Direct organizational development efforts by conducting training needs assessments, designing learning and leadership programs, and enhancing institutional capacity to strengthen overall organizational capability. Manage administrative services, including facilities, office services, and inventory control, to maintain smooth day-to-day operations. Oversee procurement-related administrative support such as contract documentation and vendor record management. Develop and enforce comprehensive HR and administrative policies and service standards. Utilize HR analytics and workforce metrics to inform decision-making and optimize human capital management. Supervise Joint Directors responsible for Human Resources and Administration, ensuring effective performance management, resource allocation, and professional development within their teams. Prepare and present regular reports on HR, administration, workforce planning, organizational development, and administrative performance to senior leadership. Promote a culture of high performance by encouraging employee engagement, ethical behavior, continuous improvement, and organizational excellence.

Required Qualifications
A minimum of sixteen (16) years of formal education is required. Professional certifications such as SHRM, CIPD, CHRP, or their equivalents are preferred. Candidates should possess 10-12 years of progressive experience in human resources and administration, including at least 3-4 years in a senior leadership capacity. Demonstrated expertise in organizational restructuring, workforce planning, talent acquisition, performance management, policy development, and organizational development is essential.

Preferred Qualifications and Additional Experience
Experience within multinational corporations, especially in the IT or Telecom sectors, is highly desirable. Familiarity with procurement support, contract administration, vendor coordination, and project or program management will be considered advantageous.
