Position summary.

The WASH & Infrastructure Coordinator aims to provide technical support to partners for the smooth implementation of infrastructure and WASH-related interventions under the ongoing projects PAK 1122-21 Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in KP province, and PAK 1114-20 WASH-systems-strengthening in fragile and developing contexts to achieve SDG6 in Punjab province. The WASH & Infrastructure Coordinator will be based in Islamabad/Multan and will be responsible for assisting local partners in the smooth implementation of infrastructure and WASH-related activities. Moreover, they will ensure the quality implementation of WASH-related interventions in the province. Additionally, the WASH & Infrastructure Coordinator will assist the Sector Advisor-WASH/Infra in the smooth implementation of WASH infrastructure projects.

 Technical Inputs

  • To provide technical backstopping to the implementing partners for planning of construction related interventions including preparing the construction plan, studies, assessments, and capacity building plans etc.
  • Development of templates, tools, for technical assessments of WASH facilities in all settings.
  • Conducting need assessments, surveys, research studies, feasibilities in context of climate resilient and sustainable WASH facilities in community and institutions. (new/ rehabilitation purpose)
  • Provide technical support to WHH /partner staff during field visits to ensure the execution of engineering activities as per approved design and standards:
  • Provide support to the partners in the execution of the projects so that they are able to adhere to WHH and donor policies/technical guidelines etc.
  • Technically review the tender documents before advertisement regarding quantities, specifications, units and other liabilities that are required from supplier as per the approved design of the project.
  • To check and maintain the quality of materials/supplies as per approved samples and quality performance standards.
  • to support Ips in Design infrastructure schemes and facilities at household, communal, institutional level in rural and urban areas including preparing the technical specifications, estimates/ BOQs, designs, drawings, for WASH infrastructure (construction and rehabilitation).
  • Lead and supervise the implementation of WASH infrastructure schemes ensuring adherence to approved designs, specifications and timelines.
  • Assist the Welthungerhilfe in designing of various WASH related interventions
  • Provide technical inputs to the management while designing any future interventions.
  • Prepare BoQs for future grants, whenever needed.

  Management

  • Establish quality control mechanisms, conduct inspection and quality assurance checks to ensure that procured and used materials and services meet technical specifications and standards.
  • Conduct onsite monitoring visits to ensure that execution of the schemes is as per agreed and approved designs, specifications and quality.
  • Promote and ensure compliance with sphere standards, inclusiveness, health and safety standards during infrastructure construction and operation.
  • Conduct risk assessments and implement mitigation measures to prevent accidents and injuries.

Compliance

  • Ensure quality control and contractual compliance and monitor financial integrity of all actions related to the implementation of the WASH component . Maintain and manage an internal database with contacts, Terms of references, contracts, material, tools, publication, etc.
  • Inform all stakeholder and specifically project teams about global requirements and standards.
  • Ensure that all assigned tasks and their outcomes are in line with WHH and donor standards, accountable and inclusive for all target groups, including all gender, age and disability.
  • Ensure that all material is in line with governmental, WHH and donor standards.
  • Ensure accountability to all stakeholders and uniform messaging across all units involved in the project.

 Coordination

  • Provide applicable and accessible information to each stakeholder group.
  • Promote and position the work of the implementing partner, WHH, global initiative and donor among all stakeholders.
  • Lead and facilitate implementing partners to develop infrastructure related procurement plans and initiate the processes to ensure the timely availability of materials, equipment and services.
  • Facilitate procurement unit to identify and assess the potential vendors and suppliers for WASH infrastructure, develop vendor evaluation criteria, and conduct due diligence to ensure vendor reliability, quality and compliance with organizational policies.
  • Supervise the Implementing Partners to prepare the contracts, work orders, contractual terms and conditions including specifications, delivery/ construction schedules, payment terms etc.
  • Facilitate procurement unit of WHH and Implementing partners in evaluation of samples, bid openings, awarding of the tenders, issuance of work orders, reporting of the construction work and payments.
  • Serve as a focal point for liaison and communication with government bodies, private sector organization, academia/educational organizations, international organization and other interest groups.
  • Work closely with the WHH/partner logistics team(s) to ensure that appropriate WHH logistic systems are set up at and adhered to from the outset of WHH’s intervention (this may include assisting in supplier & material selection, etc.).
  • Provide detailed materials list for the project activities with required number and specifications as per approved BOQ/estimates and drawings of the project to the logistic unit for incorporating in tender documents.
  • Represent the organization and the project in relevant WASH sectors and advocacy forums, for lobbying, experience sharing, learning and profile building and organize respective sessions with a strong focus on learning and information sharing.
  • Participate in, facilitate and leverage the project’s global WASH groups and initiatives and transfer input and feedback between the global level and the project.
  •  Partnership
  • Coordinate and collaborate with experts, universities, research institutions, government departments to explore and adapt cutting edge approaches in WASH infrastructure to develop and demonstrate the best WASH models to government for adoption and scaling up.
  • Lead the technical components of the program, develop capacity building of partners support development of ,IEC Material, O&M manuals and other knowledge products about the smooth operation and maintenance and sustainability of the WASH Facilities.
  • Arrange technical orientation and capacity building training sessions for Implementing Partners, government departments, program teams around service delivery Models, O&M mechanisms, operation and maintenance and sustainability of the infrastructure.
  • Prepare weekly, monthly, quarterly workplans and progress reports, and facilitate WASH Advisor in donor reporting.
  • Develop strategic partnerships with key stakeholders to elicit support for and maximize the impact of the project objectives.
  • Efficiently build and coordinate a network of all key stakeholders at district, provincial and national level in the interest of the program. Engage with different GOVT deportment, ministries, groups, and right-based initiatives. Liaise with consortia, network and alliance in consultation and endorsement by the WASH & Infrastructure Advisor.
  • Ensure that capacities of the implementing partner and WHH in terms of evidence-based advocacy, knowledge management, learning and experience sharing are sustainably built.

 Job Requirements

  Knowledge and Qualification

  • B.Sc./B-tech Civil Engineering
  • 4 to 7 years' professional experience in WASH sector specifically designing, execution of WASH infrastructure, monitoring, quality assurance, vendors management and capacity building initiatives both for emergency and development portfolios
  • Proven ability to design and execute WASH infrastructure schemes.
  • Innovation, research and emerging trends in climate resilient and sustainable WASH facilities in community and institutions.
  • Working experience with a partnership approach.
  • Fluent in English, Urdu (written and oral), Good knowledge of local language(s) would be an added value.

  Computer Skills

  • MS Office [Word, Excel].
  • MS Office 365
  • MS PowerPoint for general and Project Presentations.
  • Ability to learn any WHH Recommended/in-use Project Management Software. Excellent verbal and written communications, report writing and skills in IT, including AutoCAD and/or other relevant engineering drawing/design software.
