Introduction and Background:

The project has been designed drawing on the technical and operational strengths of WHH in the strategic pillar of ‘Sustainable and Inclusive Food Systems’, hence titled, ‘Building Resilience through improved Food and Nutrition Security in Khyber Pakhtunkhwa (KP), Punjab and Baluchistan’. The project is funded by ‘The Norwegian Ministry of Foreign Affairs’ with an eligible period of 36 months (01.09.2023 – 31.08.2026).

WHH and partners are proposing an integrated multi-sectoral (Agriculture/NRM, WASH, Nutrition and DRR), multi-province (one district each in KP, Punjab, Baluchistan) project with an aim to improve the food and nutrition situation for most vulnerable, particularly women and children, through multi-sectoral, integrated approaches, and linking nutrition-sensitive with nutrition-specific interventions; while investing in the resilience of at-risk communities and local authorities through strategies to enable anticipation and preparedness for 18,108 households (approx. 126,756 individuals). The project is primarily a scale-up as well as expansion on existing SFNS – Sustainable Food and Nutrition Security work (through previous projects) in District Shangla (KP), District Muzaffargarh (Punjab) and expansion in District Jhal Magsi (Baluchistan) through local partners.

Position:

Project MEAL Coordinator is the in-charge of the Project MEAL and is responsible for the successful realization of the project. H/she will provide technical backstopping to project partners for setting up MEAL system at project and ensure compliance to standards committed to the donor. The position will report to Sector Advisor MEAL or in project specific conditions it will report to Project Coordinator as well.  An important part of this role will be coordination between WHH, local partner organizations, and major stakeholders. The position holder would be responsible for the ensuring quality standards mainstreaming protection, accountability, and Do No Harm principles of project along with donor compliance on behalf of Welthungerhilfe in KP, Punjab and Baluchistan provinces.

3.1.  Technical Inputs

  • Give organizational and conceptual support and guidance to partner organizations on how to introduce and implement MEAL standards through-out project cycle in conjunction with Core Humanitarian Standards and WHH MEAL Framework.
  • Manage MEAL plan, review program MEAL and project progress reports of Partners Organizations   and consolidate them; develop and apply the appropriate reporting system that keeps all relevant stakeholders informed on progress and outcomes.
  • Assist Sector Advisor MEAL in project evaluations; develop TORs, follow up and facilitate necessary planning and administrative support to external evaluations.
  • Project MEAL Coordinator will closely work with Project Coordinator and MEAL Advisor to support Partners Organizations in design and operationalization of Results Based MEAL system for quality and effective program delivery as per Donor guidelines and commitments.
  • Initiate and organize publication about lessons learned (incl. suggestions for the way forward and a capacity mapping of participating local actors)
  • Develop the capabilities of Partners Organizations in the areas of collection and analysis of data (method, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis, etc.
  • Improve understanding of Partners Organizations on CHS particularly on importance of information sharing with communities (CHS 4) and consultations with communities for setting up of FCRM (CHS 5).

3.2.    Management

  • Support revise project planning documents, particularly about the intervention logic and indicators. Conduct regular data audits (provide information on projects’ progress) and coordinate external evaluations.
  • Regularly make quality checks on data coming from Partners Organizations, provide feedback and upload progress on WHH Global MIS (ProMIS) and program-based data management platforms.
  • Produce accurate data sheets and high-quality reports for reporting to donor, Government of Pakistan and for other coordination forums on specified dates and timelines.
  • Support the publication of the results of the initiative (learning and /or advocacy tool), Progress reports, and case studies.
  • Facilitate knowledge management of the Partners Organizations, including exchange and review of experiences, lessons-learned and best practices.
  • MEAL Coordinator is responsible for evidence-based information and data  for her/his project.

3.3.            Compliance

  • Assist partner organizations to design or strengthen and implement FCRM within their organizations.
  • Ensures that Partners Organizations has a system in place to officially document FCRM in an official database, processed and that people receive an appropriate, timely response.
  • Initiate and organize baseline, mid-term evaluation and end-line evaluation of peers.
  • Facilitate learning process, document, and prioritize the findings in an adequate form and share with relevant stakeholders.
  • Follow-up on Partners Organizations Feedback and Complain Response Mechanism (FCRM) functionality, outreach (inclusive), and effectiveness (safe and accessible) during field visits.

3.4.            Coordination

  • Report all security relevant issues and information to the Security Manager/Sector Advisor MEAL.
  • Participate in working groups and represent Welthungerhilfe in meetings and events as and when assigned.

3.5.            Partnership

  • Coordinate capacity strengthening of Partners Organizations based on their already developed Capacity Strengthening Plans (CSPs) in MEAL.
  • Develop a plan for capacity strengthening on MEAL for Partners Organizations based on their individual capacity strengthening plans (CSPs); organize and undertake training for project and implementing partner staff, local organizations, and primary stakeholders.

3.6.            Others

  • The supervisor can assign duties that may not be mentioned in the job description as per the case scenario, that are in line with the scope of the position.
  • Provision of technical assistance or support to or from Region/HQ-level upon request
  • Representation of Welthungerhilfe’s work
  • Provide assistance during field visits, hosting conferences/events etc.

5.1.            Knowledge and Qualification

  • A university degree in any relevant discipline.
  • 3-5 years' professional experience working in the MEAL sector.
  • Working experience with a partnership approach.
  • Fluent in English, Urdu (written and oral), Good knowledge of local language(s) would be an added value.

5.2.            Computer Skills

  • MS Office [Word, Excel].
  • MS Office 365
  • MS PowerPoint for general and Project Presentations.
  • Ability to learn any WHH Recommended/in-use Project Management Software.
