Position Summary

The aim of this position is to ensure result-oriented support to the Welthungerhilfe program in Pakistan, for the following main functions; lead the development of project proposals and ensure proper grant management and compliance. Also ensures timely reporting, technical backstopping and capacity sharing with partner organizations. The PDM ensures smooth internal communication and coordination with relevant departments and contributes to WHH's external communication strategy.

Core Areas of Responsibilities

Technical

  • Support donor mapping and fundraising strategy for the coming years and looking for new funding.
  • Contribute to the development of a country’s programme strategy.
  • Liaise with the MEAL unit to contribute to the ToRs of assessments to be conducted for proposal development and ensure their input in the log frame development.
  • Oversee the development of fundraising documents such as Expression of Interest, concept notes, and proposals in line with WHH country strategy and donor requirements.
  • Liaise with Project Coordinators, Project Managers and Technical Coordinators to ensure that proposals are relevant and technically sound.
  • Ensure that learning from previous projects (e.g. lessons learned and best practices) is incorporated into new proposals.
  • Ensure the involvement of Finance, Admin, and logistics teams in the development of fundraising documents, particularly finance for the budget and logistics in case of specific donor procurement rules.

 Management

  • Conduct stakeholder analysis on a regular basis.
  • Ensure clarity and competency among departmental staff regarding their roles and responsibilities.
  • Prepare and review agreements and provide recommendations and concerns to the senior management.
  • Support in compliance with legal environment and internal rules and regulations.
  • Act as a focal point for donors' compliance and undertake training/coaching sessions for WHH and partner teams where necessary.
  • Support the Head of Projects in the regular monthly, quarterly, and annual reviews, kick-off, and closure meetings, ensuring that donor's compliance and grants issues are fulfilled.
  • Support partner in proposal development, donor mapping and fundraising strategies through technical backstopping.

 Compliance

Follow the principles and policies of Welthungerhilfe as outlined in its charter, fostering collaboration with Welthungerhilfe staff, other NGOs, project partners, local authorities, and others.

Coordination

  • Collaborate closely with implementing partners and technical experts from the Consortium lead (if applicable), to support the initiatives of the Project Coordinator.
  • Assist the Head of Programs in negotiating proposals and/or contracts with donors.
  • Promptly address all donor comments on proposals in coordination with relevant staff in the country and WHH HQ.
  • Thoroughly review all contracts before signing, seeking advice from WHH HQ and finance when necessary.
  • Work closely with MEAL (Monitoring, Evaluation, Accountability, and Learning) to integrate AME data (including input, process, output, outcome, and impact indicators, lessons learned, and best practices) into reports and review M&E reports.
  • Coordinate with project teams to ensure compliance with (no-) cost extensions, amendments, top-ups, and reallocations, and regularly monitor budget expenditures.

Partnership

  • Foster active and ongoing relationships with donors and serve as the primary contact for all donor communications, including organizing donor visits in the field.
  • Cultivate active and ongoing relationships with other NGOs, UN agencies, clusters, working groups, Alliance2015, consortia, and academia.
  • Ensure that all potential partners have a clear understanding of reporting expectations to meet WHH and donor requirements and regulations.
  • Ensure partners submit timely and high-quality reports to WHH as per the grant agreement requirements.

Others

  • The supervisor can assign duties that may not be mentioned in the job description as per the case scenario, and that are in line with the scope of the position.
  • Provision of technical assistance or support to or from Region/HQ-level upon request
  • Representation of welthungerhilfe's work
  • Assist with field visits, hosting conferences/events etc.

Knowledge and Qualification

  • A university degree in any relevant discipline.
  • 4 to 7 years professional experience working in the relevant sector.
  • Working experience with multiple donors.
  • Proficient in creating effective grant proposals, aligning them with donors' priorities and strong research skills to identify potential funding opportunities.
  • Working experience with a partnership approach.
  • Fluent in English, and Urdu (written and oral), Good knowledge of local language(s) would be an added value.

Computer Skills

  • MS Office [Word, Excel].

  • MS PowerPoint for general and Project Presentations.
  • Ability to learn any WHH Recommended/in-use Project Management Software.
