1.     Overview of the position.

The aim of this position is to ensure result-oriented support to Welthungerhilfe program in Pakistan, for following main functions; (a) Compliances and grant management, (b) Project and programme development, (c) Reporting and (d) Technical backstopping and capacity sharing with partner organisations.

The Grants Coordinator ensures that project teams in WHH and partner organisations meet (programmatic, financial, administrative and legal) donor requirements and regulations as well as internal WHH compliances and ensures donor reporting accordingly. The position engages in program and project development through identification of funding opportunities and preparation of project proposals. The Grants Coordinator provides technical backstopping and capacity sharing to partner organizations accordingly.

2.     Duties and area of responsibility

2.1  Duties with own area of responsibility

(a)   Compliance and grant management

·       Ensure WHH and partner compliance with WHH and donor standards and policies.

·       Coordinate with project teams and ensure compliance regarding (no-) cost extensions, amendments, top-ups and reallocations, regularly following up about budget expenses.

·       Prepare and review agreements and provide recommendations and concerns to the senior management.

·       Support in compliance with legal environment and internal rules and regulations

·       Act as focal point for donors' compliance and undertake trainings/coaching sessions for WHH and partner teams.

·       Liaise with donors and participate in coordination meetings.

·       Steer the process of grants monitoring in coordination with key stakeholders within the country programme.

·       Support the project management in partner assessments, partner monitoring, project filings, donor reporting.

·       Support Head of Projects in the regular monthly, quarterly and annual reviews, kick off and closure meeting, ensuring that donor's compliance and grants issues are fulfilled.

·       Interact with HQ Donor Unit for grants administration and compliance functions.

(b)  Project and programme development

·       Contribute to the identification of co-financing opportunities with the aim to further diversify donor funding.

·       Develop expertise on donors´ strategies and facilitate the roll-out of projects, ensuring that the country programme complies with donors´ and Welthungerhilfe's strategies, procedures, and requirements.

·       Support donor mapping and fundraising strategy for the coming years and looking for new funding.

·       Track funding opportunities and assist with proposal development.

·       Support the development of donors and grants, as well as stakeholders mapping and, in the identification, assessment and development of new project ideas and proposals.

·       Support the preparation of project concept notes and proposal. In cooperation with technical advisors, MEAL and the senior managements, ensure that submissions are following donor guidelines, are in time and of high quality. Ensure that concept notes and proposal follow WHH’ processes. Ensure that excellent language and presentation is maintained.

·       Support partner in proposal development, donor mapping and fundraising strategies through technical backstopping. 

(c)   Reporting and communication

·       Ensure that WHH and partners meet the donor requirements regarding the reporting and documentation and organize support where needed.

·       Support Head of Projects, MEAL units, Technical Advisor and Head of Program in writing external reports, ensure editing, compiling comments and that WHH’s and donors' compliance are met.

·       Archiving key documents such as reports, relevant email communication with donor, consortium partners and HQ, in cooperation with the Heads of Project.

·       Ensure high quality and timely reports that meet donor and WHH requirements and incorporate mainstreaming issues such as gender and inclusion. Ensure quality donor reporting, focusing on donor compliance and quality control.

·       Support project and partner teams to meet donor reporting requirements, rules, and regulations, and observe internal and external deadlines.

2.2  Duties without own area of responsibility

·       Cooperate with Advisors, Coordinators, Partnership Coordinator and Heads of Departments with regard to partner capacity sharing.

·       Contribute to WHH’ Country Program strategy with regard to fundraising strategy and donor diversification.

·       Conduct due diligence and organizational assessments of WHH and partners for donor compliance n cooperation with the Partnership Expert.

·       In cooperation with the Partnership Expert, ensure that partnership and sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building standards.

·       Ensure that the project ProMIS management system is updated, and relevant functionalities correctly used during the entire project cycle

·       In cooperation with the MEAL unit, identify lessons learned from projects and ensure best practices are shared within WHH and its partners.

·       In cooperation with project teams and Communication Officer, support the design of communication material.

·       Contribute to the strengthening of the quality of grants and projects management and to the capacity building of stakeholders and partners.

III. Job requirements

1.     Knowledge/Qualifications

·       A university or technical college degree in international development or another field relevant to the position

·       Experience in understanding and applying donor regulations for reporting and proposal development (EU, FCDO, German Ministries and Federal Foreign Office, other donors)

·       Experience in proposal development, reporting, project management and/or MEAL

·       Sector experience in Food and Nutrition Security, WASH, Humanitarian Assistance, Skill development preferable.

·       Advanced knowledge in MS Word and Excel as well as cloud-based information management

·       Experience in building capacity of colleagues and partners

·       Strong personal management skills, and ability to meet deadlines and work under pressure, as well as good communication skills.

·       Excellent verbal and written English are required; knowledge of German language is an asset.

·       A high level of mental and physical resilience and a willingness to travel to field offices and work in difficult settings.

·       Ability to work in a team

·       Excellent interpersonal, communication and facilitation skills
