This assignment demands expertise in mixed-methods research, participatory evaluation approaches, and stakeholder engagement to deliver an evidence-based mid-term assessment report. The consultant will analyze data on training effectiveness, legal advocacy impact, inclusion, gender responsiveness, and budget efficiency. Additionally, the consultant will identify challenges and opportunities by conducting interviews, focus groups, field visits, and desk reviews. The deliverables include a detailed inception report, a draft and final assessment report, and a presentation summarizing key findings to support informed decision-making and continuous improvement of the project. Strong analytical, methodological, and ethical competencies are critical to fulfill this role successfully.
Responsibilities

  • Design and implement a mixed-methods evaluation framework that captures quantitative and qualitative project data in alignment with donor requirements and approved plans.
  • Conduct a thorough desk review of relevant project documents including implementation plans, budgets, training materials, and monitoring reports.
  • Engage key informants such as project managers, provincial team leads, resource persons, bar councils, judiciary representatives, and civil society partners through interviews to gather in-depth insights.
  • Facilitate focus group discussions and surveys with trained lawyers to assess knowledge gain, skills development, confidence levels, and practical application.
  • Conduct field visits to project sites using gender-sensitive, ethical, confidential, and do-no-harm approaches to collect first-hand data on the delivery and impact of capacity-building activities.
  • Assess progress against specific outputs, outcomes, and SMART indicators while identifying emerging trends, good practices, gaps, and challenges.
  • Evaluate the effectiveness, efficiency, and value for money of project implementation, including staff deployment and consultancy arrangements.
  • Critically examine the integration of gender responsiveness, inclusion of marginalized participants, safeguarding, and ethical standards in all project activities.
  • Prepare an inception report detailing the refined methodology, data collection tools, sampling approach, and work timeline for approval by project management.
  • Develop a comprehensive mid-term assessment report outlining findings for each evaluation criterion, outcome status, and prioritized recommendations to support project adaptation.
  • Deliver a clear, concise presentation summarizing key results and recommendations to inform ORGANIZATIONs management and donor stakeholders.
  • Maintain strict confidentiality and ethical conduct throughout the evaluation process, safeguarding sensitive participant information and adhering to data protection policies.
  • Coordinate effectively with ORGANIZATIONs leadership team, Project Director, and monitoring and evaluation officers to ensure smooth access, review, and approval of deliverables.
