This senior leadership position is responsible for overseeing all facets of administration, security, transport, logistics, facilities, and office operations to ensure seamless and efficient organizational performance. The role demands the development and enforcement of policies and procedures that align with the organization’s strategic objectives. It involves managing physical security measures, conducting risk assessments, and implementing contingency plans to maintain a strong security posture. The incumbent will also handle emergency preparedness, regulatory compliance, procurement processes, asset and facility management, and coordination with government and regulatory bodies. Providing strategic guidance to senior management, leading and mentoring teams, managing budgets, and executing additional duties as assigned are key components of this role.

Key Responsibilities

Lead and supervise the administration, security, transport, logistics, facilities, and office management functions to enhance organizational efficiency. Develop, implement, and continuously monitor policies, procedures, and standard operating procedures (SOPs) related to administration and security.

Provide strategic oversight of physical security operations, including the deployment of security personnel, CCTV surveillance, access control, visitor management, and incident response protocols. Establish and maintain a comprehensive enterprise security framework through regular risk assessments, vulnerability analyses, contingency planning, and business continuity initiatives.

Plan, supervise, and evaluate emergency preparedness programs, including evacuation drills, crisis management strategies, and occupational health and safety compliance. Conduct thorough investigations into security breaches, administrative irregularities, or operational incidents, ensuring timely corrective and preventive actions are taken.

Ensure strict compliance with government regulations, labor laws, Public Procurement Regulatory Authority (PPRA) rules where applicable, safety standards, and internal governance policies. Oversee procurement activities for administrative goods and services, including vendor selection, contract administration, and service-level compliance, while maintaining transparency and cost-effectiveness.

Manage organizational assets such as fleet operations, accommodation, utilities, maintenance, inventory, and facility development projects. Coordinate effectively with government ministries, law enforcement agencies, regulatory authorities, emergency services, and other key stakeholders on administrative and security matters.

Advise senior management on administrative strategies, security risks, infrastructure planning, and organizational resilience. Lead, mentor, and evaluate administration and security teams to promote professionalism, accountability, confidentiality, and high performance.

Prepare and manage administrative budgets, monitor expenditures, and implement cost optimization measures without compromising operational effectiveness. Perform additional assignments as delegated by the Project Director or other competent authorities in support of organizational goals.

Required Qualifications

A Ph.D., Master’s, or Bachelor’s degree in Business Administration, Public Administration, Management, Human Resource Management, or a related discipline from a recognized institution is required. Candidates must have a minimum of 15 years of progressive experience in administration, facilities, and security management.

Demonstrated expertise in security operations, risk assessments, crisis management, and regulatory compliance is essential. At least 10 to 15 years of progressively responsible experience in administration, coordination, office management, logistics, or organizational operations is required, preferably within the public sector, defense organizations, or large corporate environments.

Proven leadership experience in team management, stakeholder coordination, policy implementation, vendor management, fleet and facility management, event coordination, and compliance with government rules and procedures is critical. Experience in procurement, vendor management, and liaison with law enforcement and government agencies is also necessary.

Strong communication, organizational, report writing, and decision-making skills are required, along with demonstrated leadership, discipline, and sound judgment.

Preferred Qualifications and Benefits

Preference will be given to candidates holding professional certifications such as PMP, PRINCE2, NEBOSH, IOSH, ISO Lead Auditor, or equivalent qualifications in administration, project management, occupational health and safety, or quality management.

Retired officers from the Armed Forces, Civil Services, Police, or Revenue Services with substantial administrative and coordination experience are highly preferred.
