The Program Officer – Refugee Response will be responsible for supporting and managing the implementation of the refugee project, The Program Officer will work closely with local communities, refugee populations, government agencies, international and local NGOs, and UN agencies to ensure the delivery of effective, timely, and responsive services for refugees, with a focus on protection, WASH (hygiene), cash, livelihoods. and social integration. The Program Officer will also help ensure that the program adheres to humanitarian standards, international refugee law, and the local regulatory framework.

 Key Responsibilities:

Program Implementation & General Responsibilities

  • Assist in the planning, implementation, and monitoring of refugee response projects for Afghan refugees, focusing on protection, health, WASH (hygiene), cash, and livelihoods (Vocational skill development)
  • Oversee day-to-day operations of refugee response activities in designated field locations, ensuring effective service delivery in line with program objectives and supporting implementing partner for day-to-day activities.
  • Coordinate with the Project Coordinator to develop detailed work plans, implement activities on time, and meet KPIs .
  • Monitor and assess the needs of refugee communities, especially vulnerable populations (e.g., women, children, elderly, disabled).
  • Facilitate the development and management of local partnerships and liaise with local authorities, other NGOs, and UN agencies involved in refugee programming.
  • Provide technical support to field staff and local partners, ensuring that they understand and implement refugee response activities effectively, ethically, and in compliance with standards.
  • Promote the use of best practices in refugee response and ensure that staff are equipped with the necessary tools and resources to deliver quality programs.
  • Stay updated on the political, social, and security situation in the local area.
  • Conduct risk assessments for refugee projects and support mitigation measures to ensure the safety of both refugees and staff members.
  • Assist with the preparation and management of program budgets, ensuring that funds are used efficiently and in compliance with donor requirements.

 Stakeholder Engagement Responsibilities

  • Represent the organization at coordination meetings related to refugee response, and contribute to sectoral and inter-agency discussions on refugees and displaced persons.
  • Establish and maintain strong relationships with local communities, refugee leaders, and stakeholders to ensure that the voice and participation of refugees are included in program planning and decision-making.

 Monitoring, Reporting, and Evaluation Responsibilities

  • Support the monitoring, evaluation, and reporting of refugee programs, including tracking outputs and outcomes against the program’s goals and objectives.
  • Ensure regular reporting to donors and stakeholders, as required, on program activities, challenges, and achievements.
  • Assist with preparing monthly, quarterly, and final program reports, ensuring that data is accurate and reported in a timely manner.

 Experience & Competencies

  • At least 5 to 7 years of experience in humanitarian response or refugee assistance, particularly in the context of Afghan refugees or displaced populations.
  • Experience in program management, including coordination, monitoring, and reporting, in a refugee or emergency setting.
  • Previous field experience working with refugee populations.
  • Familiarity with Refugee policies, humanitarian standards, Sphere, international refugee law and local regulations for refugees.
  • Ability to work in challenging and high-pressure environments with a focus on problem-solving and quick adaptation.
  • Strong interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
  • Highly organized, detail-oriented, and able to manage multiple tasks simultaneously.
  • Commitment to humanitarian principles and a strong ethical approach to working with displaced populations.
  • Understanding of sensitivity to the needs and challenges of refugee populations
  • Experience working with donors and reporting requirements
