A.    ABOUT AGA KHAN FOUNDATION PAKISTAN

The Aga Khan Foundation Pakistan (AKFP), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill-health with special emphasis on the needs of rural communities in mountainous and other resource-poor regions, primarily in Asia, Africa, and the Middle East.

B.    INTRODUCTION TO THE PROJECT

The AKFP with its implementation partners Aga Khan Agency for Habitat Pakistan (AKAHP), Aga Khan Rural Support Programme (AKRSP), and Aga Khan University (AKU) is implementing a post flood recovery project titled “Increasing Resilience and Helping People Recover” in calamity hit districts of Gilgit Baltistan, Chitral in Khyber Pakhtunkhwa (GBC) and District Sanghar and Badin in Sindh. This project is funded by the Bank Alfalah. The objective of the project is to benefit flood affected communities particularly farming households to improve their access to farming through land restoration and reclamation in Gilgit Baltistan and Chitral. This is compounded by resumption of agricultural livelihoods in these regions. Similarly, the project also aims to accelerate the recovery of flood affected communities and restore basic services critical to family health and well-being through health service delivery and WASH (water, sanitation and hygiene) interventions. The following are the broader outcome and outputs of the project.

Outcome 1: Accelerate the Restoration of Agricultural Livelihoods and increase household food security and resilience in Gilgit Baltistan and Chitral (GBC).

Outputs:

1.1.  Improving Access to Farming through land restoration and reclamation. More than 675 kanal land of communities restored through land levelling, terracing, debris removal and repair of irrigation channels.

1.2.  Provision of input packages to farmers of GBC affected from flood that include seeds, poultry, tree plants, micro-farming toolkits.

Outcome 2: Improve access and utilization of health service to flood affected populations through existing health service delivery platforms and mobile outreach services in District Sanghar, Sindh.

Outputs:

2.1  Health care providers with improved capacity to provide Maternal, Newborn and Child health (MNCH), Nutrition, and Immunization, services

2.2  Women and Children received MNCH, Nutrition, Immunization services.

2.3  Improve community engagement and access to MNCH, nutrition and immunization service as AKU as strengthened referral mechanisms.

Outcome 3: Increase access to WASH infrastructure for flood-affected communities in District Badin.

Outputs:

3.1    Identification of 20 villages and schools through assessment in District Badin.

3.2    Increasing Access to Safe drinking Water through filtration plants and RO plants

3.3    Increasing access to sanitation facilities for target households and schools. This is achieved through community based and school-based washrooms and hand pumps.

Outcome 4:

Strengthen knowledge and engagement of community on positive health and hygiene practices and resilience building.

C.    Objectives of the Review

The main goals of this review are to provide AKF(P), implementing partners, and the donor with sufficient information to:

  1. Assess the quality and delivery of activity, outputs, and objectives. whether the project’s goals were in line with the actual needs of the communities.
  2. Identify key lessons and potential practices for learning including community/beneficiaries/stakeholder involvement, operation and maintenance (O&M), sustainability and innovation,
  3. Assess any current and future issues or problems and their impact and recommendations.
  4.  Assess the progress made towards achieving project outputs.
  5.  Recommendations for similar future interventions as well as for new interventions in the targeted areas

D.    Methodology

The Review is expected to be focused and qualitative. The proposed methodology is as follows.

(i)  Analysis of project documents such as grant agreement, partner agreements, Project workplan, Progress Reports, Implementation Records, field visit reports, etc.

(ii) Development of a detailed work plan for the review.

(iii) Meeting with programme staff to discuss implementation challenges and issues.

(iv) Visit field sites to observe the status of implementation including soft and hard components. Outcome and output wise activity details are provided in Section B above. Facilitated sessions with beneficiaries will also be held.

(v) The Review will use a combination of Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) for field data collection. Custom survey tools may be suggested by the consultant after discussion with the project team.

(vi) Analysis of progress data and records

(vii) Development of draft report against review objectives

(viii) Sharing of draft report with AKF(P) for feedback/comments

(ix) Finalization of the report after receiving feedback/comments

(x)  Sharing of the report findings, lesson learned, immediate impacts and future recommendations in a project completion workshop expected to take place in December 2024.

Locations:

The geographic spread of the project includes 52 villages in Gilgit Baltistan and Chitral, 20 villages in Tando Bago Tehsil of District Badin, Sindh and 08 UCs in Tehsil Khipro of District Sanghar, Sindh.  The details will be provided to the successful consultant at the inception phase.

Duration of Project:

The project started in June 2023 and completing in December 2024.

E.     Structure of the Review

The Review should focus on the following key themes.

  • Relevance
  • Efficiency
  • Effectiveness
  • Sustainability
  • Cross-cutting Gender, Disability and minority community

Each theme should focus on the following areas

a) Performance: This section should review progress against indicators given in the Log Frame. Relevance and target of interventions and efficiency issues such as timing and quality should be reviewed.

b) Factors Affecting Performance: Issues, problems, and challenges in the implementation process and those likely to affect impact should be documented here. The Team should list and analyse the potential effect of broader risk and sustainability factors such as policy changes, ownership by the Government and Community, issues related to gender and cultural factors in a flood protection context.

c) Solutions proposed: This section should propose clear and implementable solutions to problems, issues, and challenges identified. The solutions should propose changes in the design of the Program in terms of targeting, relevance of interventions, and recommendations related to quality of interventions, etc. Implications of the significant solutions in terms of resource re-allocation for interventions or quantum of the budget should be clearly highlighted

5. Deliverables

The consultant(s) will be expected to deliver:

  1. Inception Report: A report outlining the evaluation plan, methodology, and work schedule, to be submitted within the first two weeks.
  2. Draft Evaluation Report: A detailed report covering key findings, conclusions, and preliminary recommendations.
  3. Validation Workshop: A workshop with stakeholders to present findings, obtain feedback, and validate recommendations.
  4. Final Evaluation Report: A comprehensive report, incorporating feedback from the validation workshop, including an executive summary, methodology, findings, conclusions, recommendations, and relevant annexes.

F.     Timeline and Payment Schedul

The assignment must be completed and submitted to AKFP within 50 days (calendar) after the award of contract. A detailed timeline will be finalized during the inception phase. Below is the breakdown of deliverables with timeline.

G.    Reporting Line

The consultant(s) will directly coordinate with the Project focal person at AKF (P) and work closely with the AKF Monitoring, Evaluation, Accountability, Research, and Learning (MEARL) teams.

H.    Selection Criteria

1.    The general eligibility criteria of the firm includes.

2.    The firm must be registered under the relevant laws of Pakistan i.e. partnership act, SECP etc.

3.    The firm may be located in any part of the country but should have work experience in Sindh province and Gilgit Baltistan and Chitral of Pakistan.

4.    The firm must not be blacklisted by any International/National organization or Government.
